Job Description
The Zaatari Clinic Manager will lead and coordinate the IRC’s health project in Zaatari camp in response to the Syrian crisis. This position has roving responsibility to design, manage and analyze the budget for any new project at the pre-startup phase and design phase as assigned by the Health Senior Manager.
With direct management support from the SHM, the Clinic Manager will ensure that the goals and objectives of the projects are met in a timely and effective manner. The CM will work closely with other sectors to effectively harmonize and integrate the Health program across the different sub-sectors of IRC, bringing them in line to have integrated and high-quality services to clients. The CM will handle other specific duties & responsibilities, including Business Development & Context Analysis/Research, Award Management (PCM, Budget Management, Reporting, and Monitoring), Staff/Talent Management & Performance, External Relationships, Partnerships & Coordination. The Zaatari Clinic Manager may be assigned additional health projects as needed and will report directly to the Senior Health Manager.
MAJOR RESPONSIBILITIES:
Strategic Management and Technical Quality
+ Assume primary responsibility for daily project management and implementation of Zaatari clinic and ensure compliance with the donor agreement and project proposal, proactively notifying the line manager if issues arise.
+ Lead project planning and supervise program implementation and budget expenditures to ensure effective use of resources against planned activities and expected outputs.
+ Ensure adequate project monitoring and evaluation systems are in place in coordination with the MEAL team to collect information and consolidate data monthly to demonstrate impact and inform ongoing program design.
+ Integrate the Health program with other program activities where appropriate.
+ Compile and prepare quality monthly and periodic project progress reports, as well as final reports, and feed in other information as required by donors, the Regional Office, and the Technical Unit.
+ In coordination with the team and Grants department, follow up and update continuously the projects Dashboards to ensure quality management of the project in terms of identified indicators, targets, and budget.
+ Participating in tendering and prequalification process for medical and non-medical suppliers.
+ Actively support the health staff in implementing, and supervising Health interventions in Zaatari clinic.
+ Working closely with the Health Quality focal points to ensure implementing quality development plans for the clinics.
+ Collaborate with the Health Information System (HIS) Manager to improve and enhance the HIS and dashboard to meet the project requirements.
Business Development & Context Analysis/Research
+ Ensure implementation of developed plans for program evolution in collaboration with the Senior Health Manager with existing donors and new donors
+ Follow up and ensure the availability of resources for conducting impact evaluations or studies on standard processes for program modality evolution in coordination with the Senior Health Manager.
+ Ensure needs assessment, research studies, key data, and desk reviews are in place for advocacy points.
+ Work closely with the health coordinator for technical development of new proposals and initiatives for IRC.
+ Develop budgets for project proposals in conjunction with the Senior Health Manager, grants, and finance departments, along with budget and project modification activities.
Award Management
+ Review, monitor, and follow up on project work plans, procurement, and detailed spending plans including Budget vs. Actual projections according to the budget management SOPs, in coordination with the Senior Health Manager and relevant departments.
+ Manage and Lead the Project Cycle Meetings (PCM) for Zaatari clinics using the projects’ Dashboards to ensure that technical action points are followed up promptly and bring any over/under expenditure issues to the attention of the SMT, Grants, and Finance teams along with proposed corrective actions.
+ Prepare technical internal and external narrative reports within agreed deadlines using IRC and donor formats, and according to the Narrative Reports Writing SOPs – analyze verified data and all available evidence & writes the first draft of the narrative report for all aspects of program delivery
Staff/Talent Management & Performance
+ Work with the Senior Health Manager to build the capacity of team members and identify resources and materials to support and support the staff in relevant technical and management competencies.
+ Provide ongoing mentorship and guidance to direct-report staff, including communicating clear expectations, setting annual performance objectives, and providing regular and timely positive and constructive performance feedback.
+ Deliver and implement a comprehensive plan for hiring new team members as the need arises including technical capacity-building trainings and orientations.
+ As the need arises identify staff performance issues and work with Human Resources to document and address these by the National Staff Employment Policies
+ Approve and handle attendance and leave requests to ensure adequate departmental coverage; ensure monthly, accurate timesheet submission and carry out probationary reviews
+ Adhere to and act by the IRC Global HR Policies and Procedures, and communicates through word and example a high standard of compliance with all applicable policies and regulations
External Relationships, Partnerships & Coordination
+ Ensure close and effective collaboration with the IRC consortium clinics in the camp.
+ Coordinate and participate actively in different forums, meetings, and reviews with IRC partners including the relevant ministries, governmental bodies, and UN bodies.
+ Ensure regular communication with the Health Coordinator and other departments regarding the project’s progress and processes including finance, grants, and partnerships.
+ Supports the communication department in the monthly Jordan Staff newsletter, Videos newsletter, or where needed (providing talks, articles, videos and/or looking for appropriate speakers that can do so).
KEY WORKING RELATIONSHIPS
· Position Reports to:Senior Health Manager
· Position directly supervises:Medical Doctors, Nurses, Pharmacists, data entry, clinic volunteers and other health staff in the clinic.
Key Internal Contacts:other IRC Jordan Program departments such as MEAL, Partnerships, Grants, Supply Chain, and Finance departments.
Qualifications
+ Bachelor’s degree in medical field.
+ Minimum of 6 years of professional experience working in refugees camp settings (designing and implementing) Health programs in humanitarian and development contexts, with specific emphasis on Primary Healthcare services.
+ Has experience in leading Primary healthcare clinics with all the following services, Non-Communicable Disease services, Communicable Disease services, Expanded Program on Immunization services and Reproductive Health services.
+ Possesses experience in donor report writing and PCM process
+ Have experience in using and developing Health Information Systems (HIS).
+ Strong organizational, interpersonal, and team-building skills.
+ Strong writing and analytical skills, including MEAL and assessment data framework for use in program decision-making and humanitarian advocacy.
+ Experience working with and coordinating with local authorities, donors, UN bodies, NGOs, INGOs, and other stakeholders, including grass-root organizations.
+ Excellent written and verbal communications.
+ Competent in Windows, MS office programs, emails, and relevant Health databases.
