PURPOSE OF THE POSITION
The Technical Specialist for Programme Information is the heart of WVI-C’s organization commitment to enabling, promoting, and supporting the use of program information and data for management and leadership decision-making.
This role is required in a period in which the broader World Vision Partnership is increasing its capacity for good information management, national data portfolio management and improved strategic decision-making via local data management system (DMS), Global Horizon system, and new Global system iMPAQ. Moreover, it is essential for WVI in Cambodia to enhance its integrated monitoring system among all technical programming including Grant/PNS projects to support the evidence generation for management and leadership decision-making.
To ensure World Vision International in Cambodia program information is well managed and accessible to WVI-C stakeholders at all levels and that staff is equipped with the skills and knowledge to use data management systems effectively.
MAJOR RESPONSIBILITIES
Lead and handle an ongoing maintenance of Global Horizon system and the new roll out Global OIOS iMPAQ system in coordination with Area Programme and Technical Programme line management functions/staffEnsure the alignment between the business process and the Horizon and IMPAQ system among key functional team (APs, Finance, M&E, TPs and CESP) to meet deadline, especially WV Partnership deadlineDevelop integrated monitoring database for all TPs, CESP and Grant/PNS projects where data can be captured, managed and evaluated.Manage and handle an ongoing maintenance of national data management system (DMS)Conduct a national data analysis including Sponsorship funding and Grant/PNS funding for national data portfolio management and provide data visualization on appropriate system for use Provide technical support for programme/project information management system including the Horizon system, new IMPAQ system and internal Data Management system (DMS) that enables timely planning, reporting, budgeting and sponsorship management.Manage WVI-C information management database including knowledge management, data management system for all Technical Programmes/projects and Grant/PNS project reporting in timely manner.Coordinate the process to ensure the Horizon and IMPAQ data quality and strategic data needs for communication and decision-making.Build capacity to all relevant system users across the organization including Global Horizon system, Global IMPAQ system and Local Data Management System.REQUIREMENTS
Bachelor’s degree in Information Technology or Data Science or a related fieldAt least 3 years of experience working with knowledge management and/or project management information systemsExperience in complex data analysis processOnline data visualization for all level of audiences Experience in training or facilitating workshopsAbility to work with accuracy under time constraints and pressureMust be highly motivated and work with minimal supervisionKnowledge of database management, information management, and systems administration.Good team orientation, cooperation, accountability, and commitment to work delivery.Good English and Khmer communication in both speaking and writingRequired to travel to field at least 5 - 10%HOW TO APPLY
