The International Rescue Committee (IRC) in Ukraine is dedicated to helping people whose lives have been shattered by conflict and disaster. Their work focuses on increasing programming across the humanitarian-peacebuilding-development nexus, strengthening systems and institutions, and promoting economic recovery, good governance, and social cohesion. The IRC is committed to working closely with local communities and civil society partners, dedicating 40% of their budget to these partnerships. With a head office in Kyiv and several field and satellite offices, IRC's comprehensive approach aims to create sustainable, long-term impacts by addressing immediate needs while building resilient systems and communities for the future.Strengthening Humanitarian Assistance and Response to Protection Risks in Ukraine Project (SHARP) The FCDO is issuing a Call for Proposals to select an intervention that will provide inclusive life-saving protection and assistance services to support civilians affected by the conflict in Ukraine. FCDO are seeking a not-for-profit organization with global experience in specialist protection work in armed conflict and displacement situations to lead a consortium of international and Ukrainian organizations to identify and mitigate protection risks. The primary objective of the intervention is to protect civilians and non-combatants, particularly those who may face barriers to accessing services, with a focus on reducing exposure to risks, alleviating the effects of violence and other forms of harm and promoting awareness and respect for International Humanitarian Law. The project is designed to run from April 2025 for up to three years with a possible extension. Scope of WorkThe Team Lead is responsible for overseeing the delivery of programme outcomes and interventions and the programme's daily operations. This includes direct management of key personnel roles and leadership of the programme staff. The Team Lead is responsible for ensuring a strong working relationship with FCDO and the programme consortium delivery partners. They will ensure appropriate performance management capabilities to deliver the programme deliverables and oversee the larger project management team. They will also be responsible for the programme's overall contract and budget management. The Team Lead is expected to have strong experiences of leading large FCDO projects (leading effective implementation and reporting of FCDO projects), advocacy, and networking capabilities with international and national institutions and development agencies. Other responsibilities will include supporting project staff by creating and maintaining a work environment that promotes teamwork, trust, and mutual respect and empowers staff to achieve project targets. Extensive experience in successfully delivering protection programmes of similar complexity in similar contexts is preferred.  Key responsibilities  • Provide strategic and administrative leadership and direction, define and implement activities to achieve the greatest impact toward project goals and objectives• Oversee technical direction and project delivery to ensure activities align with the performance framework and meet all standard operational policies and procedures• Oversee the development, review, and monitoring of yearly work plans, project strategy documents, implementation measures, knowledge management, and sustainability efforts to achieve long-term and short-term impact goals• Manage consortium partnerships and maintain collaborative partner relations, ensuring that all partners are aware of the project’s expectations and are actively involved in achieving the objectives while using the project management tools developed or adapted for the consortium; leading/steering the relevant consortium governance bodies, such as the Steering Committee• Support the Deputy Team Lead in managing partners and providing financial and operations support that optimizes resources through sound budgets, consistent financial tracking, and timely submission of reports to the donor• Report to FCDO through both formal and informal briefings, annual and semi-annual reports, ensuring timely submission of high-quality content• Maintain active and cooperative relationships with all key stakeholders, including government officials, project partners, other implementing agencies, and related institutions• Represent the project and the organization in national, regional, and international fora, including technical conferences and policy briefings, and share information about project achievements and lessons learned within the organization and wider development community. Team Leader Profile & Qualifications • Advanced degree (or equivalent experience) in development, humanitarian action, protection, public administration, or related field• A minimum of 10 years’ experience managing large-scale, multi-million-dollar, complex, multi-partner, locally-led projects• Extensive experience in operating effectively within complex and high-risk environments and managing the needs of multiple stakeholders• Experience and ability to provide leadership and direction and harness the multi-disciplinary skills of the technical personnel and consortium partners• Understanding protection risks and critical integrated protection programming issues, including FCDO’s Protection priorities; Experience in partner capacity sharing and government systems strengthening initiatives• Experience and ability to work with and build effective partnerships between a broad range of stakeholders, including government, civil society, the private sector, multilaterals, and other donors. Familiarity with and/or experience in actively engaging and participating in Protection coordination forums in Ukraine such as the Protection Cluster or similar, at national or sub-national levels• Prior experience in managing large FCDO awards and proven record of delivering programmes with complex financial management flows• Ability to work effectively, collaboratively and develop constructive relationships with government, at both strategic/policy and service delivery levels including positive influencing skills• Strong analytical communication and writing skills, with the ability to articulate complex information backed with evidence to promote and persuade influential stakeholders• Excellent communication and presentation skills, both oral and written• Fluency in English is required; knowledge of Ukrainian is preferred
