Background
The South Asia Regional Infrastructure Connectivity (SARIC) is an initiative funded by the Australian
Department of Foreign Affairs and Trade (DFAT) that started implementation in early 2020. India, Bhutan,
Bangladesh, Nepal, Sri Lanka and Maldives will be eligible for SARIC assistance. SARIC Training and
Networking Component provides short course training and networking opportunities for eligible individuals
working in the private and public infrastructure sector across South Asian partner countries. Training activities
emphasise regional cooperation and networking within South Asia, and between South Asian countries and
Australia. Those individuals who participate in the training are expected to benefit from shared Australian
expertise and may be able to visit and learn from infrastructure projects in Australia.
The duration of the Project is 4 years, which comes to an end in December 2025. The provision of short course
training and networking opportunities for individuals in two streams:
delivery of the projects identified by the World Bank and IFC; and Senior decision makers in the infrastructure sector, covering private and public sector officials,
academics, and senior civil society members.
Purpose of the Assignment
The M&E Advisor will provide monitoring, evaluation, research, and learning on the performance of the SARIC Training and Networking services for the remainder of the project. The primary purpose of this advisor is to report on performance and ensure that SARIC - Training and Networking services EOIOs are being met and that
all operations and activities are in fact in line with the contract and DFAT’s broader strategic goals.
The M&E Advisor will report to the Team Leader and collaborate with the MEL advisors from partner agencies
including World Bank, IFC and the overall MEL Advisor on the project. Benchmarks for success and monitoring
have been agreed upon with DFAT and the Working Group, which the M&E advisor will cater to in the reporting,
as well as including all other relevant information and data.
Responsibilities of the Consultant:
The M&E Advisor will:
Provide monitoring, evaluation, research, and learning throughout the course of the program. Collaborate with DFAT, the MEL Working Group, and the Team Leader on our M&E strategy. Develop and maintain the M&E Strategy in line with the chosen GEDSI Strategy to be included in the Annual Work Plan and reviewed as needed. Lead ongoing monitoring and periodic interim reviews of progress against targets agreed with the client and
performance plans agreed with STAs and course providers for the work they will deliver aligned with these
targets. Assess results achieved against objectives in a more holistic and strategic manner Develop the Interim & Annual Report Provide intermittent reports on performance as required. Collaborate with and support the independent SARIC M&E coordinator in providing accurate and timely reports on performance and project outcomes. Develop performance stories as per the M&E plan. Any other MEL activity required by SARIC or the client.
The Consultant will not subcontract any part of the Services without the prior written consent of the Company.
Duration
It is estimated that the above-mentioned scope of work will require up to 100 working days over a period
starting from date of engagement until December 2025. The requirement of input days in a month will depend
on the project priorities and may range around 2-3 days in a month to about 9-10 days in certain months.
Selection Criteria
The selection will be based on relevant experience evident from the covering letter and CV. Short listed

goods or services being provided. In the provision of the Goods and Services, you will be required to comply

Potential suppliers must also comply with the Company’s Business Partner Code of Conduct in the submission of any quotes pursuant to this RFQ.
If you are bidding as part of a joint venture, partnership or similar, please make this clear in your submission.
Likewise, if you propose to subcontract any part of the goods or services provision, then disclose this fact
within your submission. The Company may require additional information from you and approval for
subcontracting will not be automatic as subcontractors will be subject to Palladium’s Due Diligence process.
