Key Responsibilities:

The Senior Programme Officer (SPO) is responsible for creating and managing new funding acquisition and contract management and reporting for a portfolio of multi/bi-lateral institutional and private non-sponsorship (from WVI Support Offices and private entities, such as foundations) donors to enable World Vision Lanka’s strategic objective to develop diversified and sustainable funding.

Major Responsibilities

Regularly check donor and funding websites for new opportunities in line with WVL’s strategy.Develop opportunity-specific win strategy to pursue, considering donor guidelines, market trends, landscape mapping, organisational strengths and unique selling proposition.Proactively communicate to all stakeholders regarding any changes to timeline, requirements or other aspects that impact proposal developmentAppropriately approach potential partners; develop capacity statements or other materials for effective partnering discussions.Lead and establish and properly brief Proposal Development Team on opportunity synopsis and donor guidelines.Design prepositioning strategies for existing, priority donors, with IRDM ManagerWork with technical staff, MEAL, Communications and Operations as required to support the development of high-quality communication materials for (pre) positioning with donors and partners, including capacity statements, impact statements, and RFI responses.Keep abreast of project reports, evaluations, annual reports, donor material and industry guidelines to identify valuable evidence for resource developmentLead, plan and facilitate kick off meetings and contribute to start up workshops for approved projects to ensure successful hand over to Operations and/or other divisions with responsibility for implementationEnsure all relevant project documents and donor guidelines are shared with other internal departments and implementing partnersClearly communicate and agree reciprocal expectations between stakeholders, and seek to understand and address any challenges in meeting expectations; ensure appropriate documentation is available to demonstrate agreements that were reached and follow through on agreed expectations.Proactively communicate relevant information of mutual interest.Identify gaps, develop and strengthen internal processes for effective grant acquisition and management.Ensure IRDM team is confident in Horizon management

Required qualifications, experience & competencies

Demonstrated 5 years of experience in successful proposal writing, funding acquisition, and donor relations especially with BMZ, USAID, EU and DFAT.Demonstrable 5 year of experience in Project Cycle Management (PCM) and overseeing grant processes through log frame, budget, progress monitoring.Bachelor’s Degree in a relevant field (e.g. International Relations or Development Studies; Economics; Social Science disciplines; etc.)Knowledge of Programme development and design, resource acquisition, major donors and multi-laterals and donor relation
