Senior Health Officer (Internal only)

The Senior Health Officer plays an active part in the implementation of health-relatedprojects, supporting the achievement of goals and working collaboratively withhealth partners.

Major Responsibilities:

1. Project Implementation:                           

Develop and implement health projects’ work plans. Track/monitor day-to-day progress against projects milestones and activities, scheduled work plans and overall project objectives.Ensure all projects’ documentation and reports are produced on time.Carry out regular field visits to ensure smooth implementation of projects’ activities.Prepare projects’ updates for periodic review meetings throughout the whole Project Cycle Meeting (PCM) phases.Provide regular and timely updates on progress and challenges to line manager and other team members.Work closely with Partnerships, Finance and MEAL units to review activities and identify corrective action measures to ensure consistent quality of health program.Work closely with health partners to provide continuous technical capacity building and support across diverse health areas (specifically MHPSS, SRH, Nutrition, NCDs) as per the needs.Proactively identify areas for improvement in the workflow internally and externally (among the partners) to promote quality and efficient deliverables and services while preventing errors.

2. Documentation:

Ensure timely collection and archiving of sources of verification. Ensure project records and documents are adequately prepared by the team, shared and archived according to IRC and donor specific procedures.Sends minutes from all the meetings and discussions internally within the project team, with project partners and external actors.

3. Budget Monitoring:

Supervise, record and regularly track the projects activities’ expenditure against budget. Review the health-related financial reports of IRC and partners to ensure accurate reporting of expenses.Analyze the monthly project expenses tracked internally by the program versus the Financial Reports submitted by FIN and partnership colleagues and accordingly and in coordination with the project team and partners, develop action plans and regularly follow-up on them.Prepare the health-related spending plans and lead on reviewing and analyzing spending plans on a regular basis.Contribute to the budget design and revisions in coordination with the project team and partners, in close collaboration with the health coordinator.Create and validate budget monitoring tools and trackers for monthly budget monitoring while ensuring project team is well trained on this tool.Enhancing partner’s capacity in budget management, budget monitoring and financial reporting.

4. Reporting: 

Deliver high quality, accurate and timely reports, as required and as per IRC’s and donor’s requirements. Contribute to project narrative and ensure all projects reports are prepared and submitted on time.

5. Supply Chain:

Lead on the procurement planning of all health projects in coordination with the procurement department. Regularly update the systemized procurement plans and follow-up on the procurement processes.Facilitate issues with the SC system (Integra) reported internally among IRC colleagues.Submit timely and precise requests.Ensure the delivery/receiving of quality items/service as requested and following up on any procurement related issue reported from the field/partners.

6. Representation:

Represent health program in internal orientation sessions.Represent the health program in internal and external health related meetings as needed.

Internal Contacts: Health Program team, GrantsUnit, Partnership Unit, Finance, Procurement, Policy Advocacy and Communication(PAC), Admin, Logistics, Fleet, M&E, HR and other CP units.
External: Health Partners and other stakeholders

Minimum Qualifications:

Educationand Work Experience:

Master’s degree in health-related field (Public Health, health management or equivalent).3 years’ work experience in an NGO implementing health programs.

DemonstratedProfessional Competencies & Technical skills:

Strong time management skills with ability to manage competing priorities and deadlines.Strong interpersonal and communications skills.Strong analytical, presentation, and reporting skills.Strong IT skills including proficiency in Microsoft Excel and Integra system.Excellent written and verbal English language abilities.Ability to be flexible, adaptable, creative, and innovative in a challenging and fast-moving multicultural environment and promote teamwork.
