Job Description:

SAP National Security Services (SAP NS2) is seeking a qualified and experienced security professional to serve as the Facility Security Officer (FSO), based in Newtown Square, Pennsylvania. This is a critical role within the SAP NS2 Security Team, supporting compliance and operational security activities across a diverse customer base, including the Defense Counterintelligence and Security Agency (DCSA), the Department of Defense (DoD), members of the U.S. Intelligence Community, other U.S. Government entities, international clients, and commercial partners.

The FSO will be responsible for the development, implementation, and oversight of the organization’s security program in compliance with applicable federal regulations, including the National Industrial Security Program Operating Manual (NISPOM), 32 CFR Part 117, and the organization’s Foreign Ownership, Control, or Influence (FOCI) mitigation instruments (e.g., Proxy Agreement or Special Security Agreement).

Key Responsibilities:

·       Conduct initial security briefings, debriefings, indoctrinations, and re-indoctrinations of employees

·       Draft, implement, and maintain comprehensive security documentation, including Standard Practice Procedures (SPP), Fixed Facility Checklists (FFCL), and Information Security Plans, ensuring alignment with U.S. Government security requirements.

·       Prepare and maintain physical security requirements

·       Provide contract-specific security support, ensuring full compliance with security clauses under both prime and subcontract vehicles as regulated by FAR, and DFARS.

·       Development and implementation of security awareness program

·       Conduct periodic self-inspections and reviews of security processes to ensure compliance

·       Lead participant in DCSA and other customer security reviews and audits

·       Maintain certification and accreditation of the facilities

·       Accurate and efficient creation and maintenance of personnel security files

·       Collaborate with Security team, customers, and Cognizant Security Agencies on incident, adverse information, and SEAD 3 reporting

·       Provide security support to management and Security Support Services for Contracts (for Prime and Subcontracts)

·       Enforce government and company security policies, as well as provide direction and guidance for program security regulations

·       Provide ad hoc support responding to security requirements from customers, ensure they meet compliance of government security directives

·       Process personnel security clearances

·       Generate visit certification requests

·       Administer commercial background investigations for customer specific onboarding of resources

·       Provide personnel security support for public trust investigations administered by USG agency

·       Participate in an active Security Awareness and Education Program

·       Provide facility alarm response

·       Advisor to Board of Directors and Government Security Committee (GSC) on FOCI and other security matters

·       Submit in-person visits and VTC meetings with foreign parent to the GSC chair for approval


Qualifications:

·       Bachelor’s degree from an accredited college in a related discipline or a combination of related experience, military training, and professional certifications.

·       5-10 + years’ professional Industrial security experience as an FSO working in the National Industrial Security Program. 

·       US Citizen

·       Current Top-Secret Clearance

·       In-depth knowledge and demonstrated experience with National Industrial Security Program Operating Manuals (NISPOMs) with extensive DoD contract support addressing security procedures pertaining to the following:

o   Personnel Security

o   Physical & Technical Security

o   Document & Material Control

o   Security Incidents

o   Emergency Procedures

o   Security Awareness Training & Education

o   Counterintelligence (CI) and Insider Threat Awareness

o   Operations Security (OPSEC)

o   Visitor Control

·       Knowledge and practical experience of DISS, NISS, NBIS, and other DoD Industry software tools and applications.

·       Completion of DCSA/STEPP training for “FSO Orientation for Non-Possessing Facilities Curriculum” within 90-days of start date.

 

Preferred Qualifications:

·       Security related professional certification: Industrial Security Professional (ISP®); ASIS Certified Protection Professional (CPP®); CDSE Education Certificate in Security, Generalist; CDSE Education Certificate in Security Management; or an equivalent security professional certification.

 

·       Experience with DCSA FOCI mitigated Proxy or Special Security Agreements

·       Proficient with NBIS, DISS, NCAISS, and NISS systems of record

·       Experience with DD-254 requirements and implementation

·       Knowledge of Security Management Systems such as SIMS, Access Commander, etc.

·       Familiarity with 32 CFR Part 2002, (CUI); 48 CFR 53.204.21, (FCI); and CMMC requirements

Compensation Range Transparency: SAP believes the value of pay transparency contributes towards an honest and supportive culture and is a significant step toward demonstrating SAP’s commitment to pay equity. SAP provides the annualized compensation range inclusive of base salary and variable incentive target for the career level applicable to the posted role. The targeted combined range for this position is 142500 - 327100(USD) USD. The actual amount to be offered to the successful candidate will be within that range, dependent upon the key aspects of each case which may include education, skills, experience, scope of the role, location, etc. as determined through the selection process. Any SAP variable incentive includes a targeted dollar amount and any actual payout amount is dependent on company and personal performance.
