Aus4Growth is Australia’s flagship partnership with Vietnam, driving economic growth, trade and investment, clean energy and transport, inclusion, and digital acceleration. Building on previous programs – Aus4Reform and Aus4Transport – Aus4Growth integrates emerging initiatives in energy, trade, inclusion, and digital.
With a vision to become Vietnam’s most impactful bilateral economic development program, Aus4Growth will strengthen Australia’s position as one of Vietnam’s most trusted partners in development, investment, and trade. It directly supports the ambitions of the Australia-Vietnam Comprehensive Strategic Partnership (March 2024).
Aus4Growth is funded by the Australian Government Department of Foreign Affairs and Trade (DFAT) and managed by Boston Consulting Group (BCG).
About the Opportunity
The Electricity Authority of Vietnam (EAV), in partnership with the Australian Government through the Partnerships for Infrastructure (P4I) initiative, is recruiting a Resident Advisor on Competitive Electricity Market Development to support the country's electricity market reform.
This position offers a unique opportunity to contribute to the implementation of Vietnam’s New Electricity Law (effective February 2025) and help shape a competitive, efficient, and investor-friendly power market. The advisor will be embedded in EAV’s Power Market Department and work closely with government stakeholders to provide technical, regulatory, and policy advisory services.
Key Responsibilities
Technical Advisory & Market Support
Provide direct, daily technical support to EAV’s Power Market Department. Monitor and assess the performance of Vietnam’s Wholesale and Retail Electricity Markets (VWEM and VREM). Conduct market research, analyze trends, and evaluate data to support market reforms. Develop technical documents, reports, and policy briefs.Policy & Regulatory Reform
Support the review and drafting of regulations, pricing mechanisms, direct power purchase agreements (DPPA), and investor participation frameworks. Ensure alignment with the New Electricity Law and international best practices. Identify and address gaps in existing regulatory frameworks.Capacity Building
Facilitate daily knowledge-sharing sessions and internal technical training for EAV staff. Prepare training materials, technical handbooks, and operational guidelines. Conduct workshops and hands-on training in market design and implementation.Stakeholder Engagement
Coordinate between EAV, MOIT, EVN, private sector entities, and development partners. Facilitate consultations and technical exchanges with Australian experts. Support policy engagement and the preparation of briefing materials for EAV leadership.Strategic Alignment
Align technical and policy recommendations with Vietnam’s long-term energy reform strategy. Propose strategies to improve market competitiveness, integrate renewables, and ensure system reliability. Report regularly to EAV leadership, DFAT, and the A4G leadership team.
What You'll Bring
Advanced degree in energy policy, economics, engineering, or a related field. At least 15 years of experience in Vietnam’s electricity sector, with a focus on market design and regulation. Strong understanding of wholesale and retail electricity markets, market operations, and pricing mechanisms. Proven experience drafting regulations and policy frameworks for electricity markets. Knowledge of Vietnam’s energy governance structures and reform roadmap. Familiarity with Australia’s National Electricity Market (NEM) and Wholesale Electricity Market (WEM). Bilingual proficiency in Vietnamese and English (written and verbal). Vietnamese nationality is preferred. Previous advisory experience with EAV, MOIT, or similar institutions. Experience supporting renewable energy integration and private sector participation. Strong facilitation skills and ability to lead training and consultation sessions.
