The IRC Yemen began its programs in October 2012. Since establishing its presence in the South of Yemen, in the Red Sea Coastal city of Aden, the organization has grown from just an implementing small project to handling large scale emergency and relief operations. Following the war which broke out in Yemen in March of 2015 and the humanitarian disaster, which was crafted by the same, IRC launched one an emergency response program in the southern governorates of Aden, Lahj, Abyan, Shabwah and Al Dhale, and expanded later in Sana’a and Hodeidah in the North. Currently IRC Yemen is operating in eight governorates in the south and north of Yemen through direct programming and through local partnerships, in Health, WASH, Nutrition, Economic Recovery Development, Education, Child Protection, Gender and Women Protection and Empowerment.
The International Rescue Committee (IRC) have been working in the Middle East and North Africa (MENA) for more than forty years. Today, the IRC has more than 2,200 staff working across the region, including in Iraq, Jordan, Lebanon, Libya, Syria, and Yemen to support those affected by some of the world’s most complex and protracted humanitarian crises.
Scope of work:This position supports the RH department as part of a larger primary healthcare intervention that includes maternal and child health.
Job summary:A Reproductive Health Officer is responsible for promoting and ensuring access to reproductive, PHC and community health services by developing and implementing programs that align with community needs, providing education and training to healthcare providers(the midwives and community midwives), collecting and analyzing relevant data to enhance service delivery, and assessing program effectiveness. They collaborate with healthcare professionals while offering counseling and support to individuals seeking reproductive health services, which is vital in improving community awareness and access.
Working relations:This position reports to the Reproductive Health Manager. It will coordinate with the WPE MHPSS, community health, and health officers to facilitate the work. Additionally, there will be continuous supervision visits to C/BEmONC, MHTs, HFs, and CHWs in the field.
Main responsibilities:· Ensure that the goals and objectives of the project are met according to the project proposal, work plan, and M&E Plan.
· Ensure that all RH and PHC activities are implemented at the community level through C/BEmONC, health facilities, community midwives, and community health workers.
· Assess capacity building for midwives, community midwives, and community health workers in RH and MHPSS to enhance health services at the community level.
· Coordinate and build strong linkages and partnerships with other agencies, partners, and the MOH.
· Coordinate and represent IRC in meetings, workshops, and task force meetings.
· Collect and review data for the Reproductive Health, PHC, and Thinking Healthy program (THP) promptly.
· Conduct regular supervision of CHWs, midwives, and health staff, use quality checklists to enhance the quality of care, assess technical and qualitative performance, and provide on-the-job training, coaching, and mentoring as required to ensure quality service delivery.
· Ensure that RH, PHC interventions are implemented according to the standard protocols, policies, and guidelines as prescribed by the MOH and WHO.
· Work closely with the Community Health Manager, MHPSS staff, psychologists, and the Health Manager in conducting activities.
· Assist in other relevant activities as requested by the Reproductive Health Manager.
Minimum Qualifications:Requirements:
A. Education:
Health Professional (Doctor/Midwife).
B. Experience:Experience of 2 years working in RH projects preferred.
C. Skills and Abilities:Interpersonal and communication skills.
Word, Excel, PowerPoint, Outlook, and the internet.
Ability to work collaboratively with communities and other departments within IRC, health facilities, and other organizations.
Good written and spoken Arabic; ability to communicate in English
Skills in reporting, including narrative writing and data analysis.
D. Proficiencies:Knowledge and skills in crafting and implementing appropriate and effective health interventions for crisis-affected populations.
