Job Purpose

The Regional Officer for Child Participation and Campaigns is a dynamic and committed individual responsible for designing, implementing, and monitoring child-led advocacy and campaigns. This role ensures meaningful child participation in decision-making, policy influence, and community engagement, working closely with children, youth, partners, and policymakers to promote children's rights across Latin America and the Caribbean.

To ensure the meaningful and inclusive participation of children conducive to social change through policy change, behavioral change and awareness raising of children rights and their wellbeing. To design and implement powerful campaigns within the Regional Advocacy Plan to promote the protection and wellbeing of children. The position holder guarantees the empowerment and participation of children as subjects and owners of diverse, inclusive, representative and authorized voices, while rigorously observing World Vision’s safeguarding policies. This position creates solid links between Communications and Advocacy to deliver strategic outputs through:

Research and data collection on public policies. Preparation of reports and materials to evidence policy asks and advocacy wins. Develop capacities to facilitate the participation of children and adolescents in the advocacy process. Design, implement, monitor and evaluate campaigns and of children participation as a means to amplify impact.

SCOPE / DISTRUBUTION OF RESPONSABILITES

30% - Child Participation & Empowerment

Facilitate safe and meaningful participation of children and youth in advocacy and campaigns.Train and mentor children and youth on child rights, leadership, and advocacy.Develop child-friendly materials, workshops, and tools for participation.Ensure that participation processes follow safeguarding and child protection guidelines.Support FOs in creating, empowering and connecting children networks to advance children rights and children wellbeing agendaSupport children in engaging with government officials, UN bodies, and regional institutions such as OAS, ECLAC, UNICEF, COP, and with global stakeholders to advance policy agenda.

25% - Campaing Development & Implementation

Design and manage campaigns with strong child participation on key issues (e.g., climate action, violence prevention, migrations).Collaborate with children, youth, and partner organizations to ensure campaign relevance.Collaborate to mobilize traditional and social media to amplify children's voices.Develop child-friendly monitoring and evaluation (M&E) tools to track advocacy impact.

25% - Support evidence-based campaign design and advocacy Plan, coordinate and develop evidence-based materials such as reports, case studies and others, to position and make visible children’s needs and potential policy change and solutions, in line with the regional Advocacy & EE plan.

20% - Capacity building

Build capacities at FO and cluster level to ensure meaningful, inclusive and safe participation of children is built into local and regional Advocacy strategies

REQUIRED PROFESSIONAL EXPERIENCE, EDUCATION, TRAINING, LICENSE, REGISTRATION, AND /OR CERTIFICATION:

Bachelor’s degree in Social Sciences (Sociology, Anthropology, Political Science) with at least 3 years of experience.Proving strong foundation in social movements, community engagement, and policy, or Social Work, or Education.Understanding of child development, participation, and protection policies.Child Participation & Safeguarding Training/Courses on meaningful child participation and protection frameworks.Advocacy & Campaigning – Knowledge of advocacy strategies, movement-building, and campaign design at local, national, and regional levels.A full commitment to World Vision's core values and humanitarian mandate.

PREFERRED KNOWLEDGE, SKILLS AND QUALIFICATIONS:

Participation Frameworks – Understanding of child and youth participation models, such as “Hart’s Ladder of Participation” and other engagement methodologies.Strong organizational and time-management skills.Gender & Inclusion – Awareness of gender-sensitive approaches, intersectionality, and how to engage marginalized children (e.g., Indigenous, Afro-descendant, LGBTQ+, children with disabilities)Communications & Digital Engagement – Basic knowledge of storytelling, social media, and digital campaign tools to engage children and young people effectivelyGood understanding of geopolitical, economic and social issues in the LAC region (or the ability to acquire this understanding)Experience in coordinating and producing written-video content for donor/sponsor engagement, public advocacy and media relations purposes.Experience creating and implementing internal communications strategiesExcellent understanding of social media and knowledge of virtual events platformsChild Rights and Protection – strong understanding of the UN Convention on the Rights of the Child (CRC), child protection policies, and safeguarding principlesStrong interpersonal and cross-cultural communications skillsInternational Development & Human Rights – Understanding of the Sustainable Development Goals (SDGs) and how they intersect with child rights in LAC.Monitoring & Evaluation (M&E) – Basic principles of impact measurement and feedback mechanisms to assess the effectiveness of campaigns.Extensive travel experience.Experience with professional photography and video editing. Content gathering in complex contexts is a plus.Strong interpersonal skills in multicultural contexts.

Language Requirements:

Excellent speaking, writing and editing skills in English and Spanish. French and/or Portuguese will be an added advantage.

Travel and/or Work Environment Requirement:

Work will be principally homeworking/remote.Ability and willingness to travel domestically and internationally up to 5-15% of the time.
