Quality Assurance Expert, Development and Implementation of an Electronic Immunization Registry (EIR) Software for the Ministry of Health and Wellness, Jamaica

This Proposal Opportunity:  
The Ministry of Health and Wellness (MOHW) of Jamaica is leading the development and implementation of an Electronic Immunization Registry (EIR) to enhance data collection, analysis, and reporting for the country’s immunization program. To achieve this, MOHW has issued a Request for Proposals (RFP) for a qualified vendor to develop and implement the EIR software. Palladium seeks a Quality Assurance Expert to ensure that the EIR solution is reliable through rigorous testing and evaluation processes, ensuring effective collaboration with MOHW and relevant stakeholders to achieve program objectives. 

Position Summary:  

The Quality Assurance Expert will be responsible for ensuring the quality, functionality, and reliability of software, systems, and products through rigorous testing and process evaluation. This role requires expertise in test planning, error detection, and compliance with high quality standards. The QA Expert will collaborate with the lead developer and data migration specialist to identify issues, recommend solutions, and drive continuous improvement.  

*This is an anticipated project, and all positions are contingent upon award from MOHW. *   


Primary Duties and Responsibilities: 

Develop and execute test plans and test scripts to ensure the system functions as intended. Identify, document, track, and report bugs and defects. Conduct functional, performance, security, and user acceptance testing (UAT) using both manual and automated testing methodologies.  Implement ways to automate and reduce occurrences of errors, technical issues, and improve user experience in the deployment of information systems Support the development team with deployment strategy and capacity planning across development, QA, staging, and production environments. Design procedures for system troubleshooting and maintenance. Support and conduct internal audits, help mitigate findings, and implement improvement measures Generate detailed test reports, document findings, and provide feedback and recommendations for improvement.  


Key Competencies Required: 

A bachelor's degree in computer science or business administration. Minimum 2 years of experience in software testing in healthcare projects. Experience with manual and automated testing methodologies and tools Excellent analytical and problem-solving abilities Experience in deployment and maintenance of health information systems Experience with and development of functional, interface, integration, and user acceptance testing required. 

Preferred Qualifications: 

Demonstrated ability to understand, analyze, and plan testing approaches for typical healthcare computing environments and solutions. Demonstrated knowledge of healthcare workflows, including business and clinical workflows
