Job Description
Purpose of the role:
The Protection Officer - Case Management will be responsible for community-based protection, general protection case-management, monitoring protection, Individual Protection Assistance, and awareness among the Rohingya refugee population in a manner that protects the safety, confidentiality, and dignity of the refugee and host communities. The Protection Officer will be supervised by the Senior Protection Officer.

Major Responsibilities:
Quality Program Implementation
+ Responsible for general case management clients' situations, developing case plans, coordinating services, and collaborating with various stakeholders to ensure the safety and well-being of vulnerable populations.
+ Identify and receive referrals of persons at heightened risk.
+ Conduct household visits and center-based interviews to assess the needs of individuals and families.
+ Provide information to individuals and families about their rights and entitlements, including what services are available.
+ Work with identified individuals and families to develop and implement an action plan in accordance with their needs, capacities and goals.
+ Assess risk and support clients in understanding risks relevant to their situation.
+ Work for Individual Protection Assistance (IPA) program in camp and host according to IRC policies and manual.
+ Facilitate community mobilization for community-based protection for enabling community groups’ participation in protection discussions and facilitate community action plan and their community resilience for protection concerns in camps.
+ Facilitate training on protection, human rights, community-based protection approaches, protection mainstreaming using IRC and partner-developed modules for community groups, ensuring coordination with WPE, CP and health teams and safeguarding focal points to ensure conceptual and practical links to protection mainstreaming, gender mainstreaming, inclusiveness, and safeguarding.
+ Ensure the data security protocols are in place and followed by all protection monitors to ensure that sensitive and identifying information is not shared and that procedures are understood for dealing with security breaches.
+ Under the mentorship of direct supervisor, facilitate one-to-one interviews (KII), HH survey and focus group discussions (FGD) and observation tools with refugees and host, site management, state actors and service providers in the field on selected protection concerns.
+ Conduct spot observation in areas where refugees are housed or clustered for inclusion in protection monitoring, using qualitative and quantitative methods.
+ Work in emergency situation e.g. cyclone, monsoon, COVID-19 with discussion with Sr. Protection Officers and Manager.
+ Engage in individual and group supervision sessions to assess and discuss challenging cases, sharing best practices, and improving problem-solving skills.
Data and Reporting
+ Ensure complete and updated documentation related to each individual case.
+ Manage, file and store data, ensuring the confidentiality of the information collected
+ Prepare and submit weekly and monthly work plans.
+ Support the implementation of monitoring and evaluation tools and report on problems in the implementation of the programme.
+ Utilize digital data collection system based on tablets for data collection and uploading; participates in protection monitoring activities in the digital system (ComCare), data cleaning, and regular debrief and supervision of digital data collection activities.
+ Weekly analyze data and highlight trends and protection needs in reporting to Senior Protection Officer
+ Provide periodic reports on the progress of case management.
Coordination
+ Contribute to the maintenance of an up-to-date service mapping of the service providers.
+ Receive cases referred from other agencies.
+ Advocate on behalf of clients to access services and support clients to effectively represent their views, needs and capacities in all meetings affecting them.
+ Dedicatedly develop and maintain effective working relationships with other programs, key partners, including government actors, UN agencies, international and local NGOs, and other relevant actors; establishing IRC as one of the leaders in protection.
Major Challenges/Difficulties of this role:

Qualifications
Experience:
+ Minimum two (2) years of professional experience working experience in counselling or humanitarian assistance. Experience working within the relevant context preferred.
+ Previous experience working with an NGO or INGO required, experience with protection programming preferred.
Language Preference:
+ Good English communications skills both verbal and written.
+ People who have sound knowledge in Chittagonian dialect and culture will get preference.

+ High standards written and spoken English and Bangla and Chittagonian is required,
+ Full professional competency in Microsoft Office Suite, especially Word, Excel, Outlook, and PowerPoint.

Specific Educational Qualification:
+ Master of Social Science in Development studies, Gender studies, psychology, anthropology, social work, or Bachelor of Law or any other related field.
