Protection Mainstreaming Manager

JOB OVERVIEW

As part of the Foreign, Commonwealth and Development Office (FCDO) funded BLOOM project, the International Rescue Committee (IRC) is responsible for embedding protection principles across all consortium interventions and suggesting context-specific risk mitigation measures. These responsibilities include developing and implementing Protection Mainstreaming Action Plans, incorporating protection monitoring and securing referral pathways to protection case management throughout the consortium’s initiatives. The Protection Mainstreaming Manager will ensure that all livelihood activities are safe, inclusive, and responsive to the needs of vulnerable groups, while fostering strong coordination with consortium partners.

 

KEY RESPONSIBILITIES


Capacity Strengthening

·     Guide program colleagues on ensuring protection mainstreaming (safety, accessibility, dignity, equity and inclusion) across all program sectors and the program cycle management

·     In close collaboration with the IRC Protection and Safeguarding teams, formulate and deliver tailored training as well as refresher training to program and partner colleagues on mainstreaming humanitarian and protection principles in all program sectors

·     Equip program and partner teams with practical strategies to integrate protection mainstreaming through concrete, measurable actions in all program activities

 

Develop and support the implementation of project-specific protection tools

 

·     Design and maintain structured action plans on protection mainstreaming in livelihood activities that address several complementary workstreams:

o   Safety,  Dignity and Do-no-harm: Implementing do-no-harm principles to build safe program delivery environments; mitigating safeguarding risks and ensuring survivor-centered remedies for complainants; requiring safety training, accident coverage

o   Access and Non-Discrimination: Ensuring equitable participant selection, addressing context-specific and structural barriers and preventing discrimination against IDPs and other vulnerable groups.

o   Accountability: Supporting safe and accessible client feedback and complaint mechanisms, monitoring feedback inclusion into programming.

o   Participation and Empowerment: Encouraging community-driven solutions and protection capacities (e.g. Training employment centers and cooperatives) through local leadership and capacity-strengthening on protection principles and referral processes.

·     Develop and roll-out protection mainstreaming implementation and measurement tools to facilitate the implementation and monitoring of the action plans

·     Contribute to the development of a prioritization and eligibility matrix to ensure protection and inclusion principles are upheld through the selection of participants to livelihoods programming Leverage IRC’s Safe and Inclusive Programming (SIP) principles into practical and context-specific protection strategies to enhance the safety and dignity of participants to livelihoods program activities.

 

Coordination and Reporting

 

·     Serve as the primary protection mainstreaming focal point within the consortium, working closely with IRC specialists and other consortium members to ensure consistent protection standards.

·     Review project SOPs and training materials to ensure protection standards are systematically considered

·     Provide regular updates to project leadership and donors on protection mainstreaming progress, challenges, and successes.

·     Contribute to project reports and other project management tools to demonstrate the consortium’s commitment to integrating protection mainstreaming through all program activities

·     Liaise with field teams, ensuring protection monitoring activities and data collection methods are aligned with humanitarian and protection principles.

·     Support in leveraging findings of protection monitoring reports into advocacy efforts led by consortium partners.

 

Staff recruitment and onboarding

 

•     Contribute to formulating a harmonized approach to recruitment that entails  assessing candidates against their understanding of protection principles and safeguarding mitigation standards

•     Develop an onboarding package for project staff on humanitarian and protection principles and safe and inclusive programming

•     Lead by example and support IRC’s commitment to taking all necessary preventive measures and creating an environment where people feel safe and can report misconduct.

•     Participate in the recruitment and support of project staff.

 

JOB REQUIREMENTS

 

·       Education: Degree in Law, Human Rights, Social Science, or a similar field

·       Language: fluent in Ukrainian, good command of English

At least 3 years of experience in an NGO/INGO or UN agency in the humanitarian or protection sector Strong understanding of humanitarian and protection principles, safeguarding and Safe and Inclusive Programming (SIP) principles. Proven experience conducting protection risk assessments, designing action plans, and training staff on protection mainstreaming. Experience working with General Protection, GBV and Child protection programs or Safeguarding would be seen as an asset Proven experience in developing and facilitating training to partners Must be capable of applying skills and knowledge in a range of capacities, including implementation, advisory functions, training and the transfer of technical knowledge and management skills to others under stressful working conditions Excellent coordination, interpersonal, and communication skills, with the ability to work effectively in a consortium setting. Strong analytical and report-writing skills is an advantage Familiarity with FCDO-funded programming and compliance requirements is an advantage. Fast pace of working, multitasking and stressful work Must be able to fostering ongoing learning, honest dialogue, and reflection at team level to strengthen safeguarding, wellbeing and duty of care, and to promote IRC values and adherence to IRC policies

 

 

Working Environment

 

Regular travel to field sites as needed up to 20% of time Interaction with multiple partners and stakeholders, requiring flexibility and a collaborative approach. Commitment to IRC’s values and safeguarding principles.
