Job Description:

Purpose

To provide technical oversight, monitoring and supervision of WASH related activities and staff. The WASH Project Officer ensures that WASH interventions are consistent with Ministry of Health, Ministry of Water Resources and Sanitation and World Vision International LEAP 3 standards, policies and procedures for WASH interventions in communities, health care and education facilities.

Key Responsibilities

Work with relevant field staff for the implementation of PNS WASH projects and APs WASH related activities in the operational districts and communities. Undertake other activities related to the project as assigned by WASH Manager.Provide operational and technical support to program activities including hygiene promotion, Solar Mechanized borehole construction, VIP latrine construction, rehabilitation of wells, Construction of hand washing facilities,Develop BoQs and contract documents, provides supervision for all civil works that are not WASH related within operational areas. (schools, WVISL office and Health Care Facilities rehabilitations and constructions) Support communities to establish and monitor community level structures for the monitoring of sector specific activities in the program or project.Facilitate capacity building for communities/institutions in borehole management.Engage with communities for local level advocacy with community decision makers in chiefdoms and district levels.   Supervise hygiene promoters and Prepare and submit project updates including monthly reports to the WASH manager or his designate. Attend WASH Coordination meetings in the district.

Knowledge and qualifications required.

First Degree/Certificate or Diploma in WASH, Civil Engineering, Public Health or equivalent in related fieldMust have good knowledge and Skills in relevant sector area. Deep understanding of urban WASH programming approaches, including clear involvement of children, women and people with disabilities in the hygiene promotion and others sector that are related to WASH.Ability to build trust and relationships with internal and external stakeholdersStrong public relations, networking and communication, coordination and advocacy skillsExperience in Urban WASH programming

Travel and/or Work Environment Requirement

Work environment:  Office-based with frequent travel to the fieldTravel:  40% Domestic is required.On call:   15%
