Job Description:

Project Manager-WFP

The Role:

This position is primarily responsible for the operational oversight and project management of the UN World Food Programme-funded project in the Balcad District in Somalia. The Project Manager will oversee the implementation of the project, ensuring that it is delivered on time, within scope, and on budget. Additionally, the role involves representing the project to key stakeholders, including Cluster/ABC, District and state authorities and the Federal Government.

The Project Manager will be accountable for achieving all project outcomes of Nutrition relief sectors following the established project framework, work plan, and budget. This role requires a strong background in Nutrition programming and emergency response, as the incumbent will manage both the Nutrition and Relief components of the project.

Key Responsibilities:

Grant/Project Management;

Providing supervision and technical support to staff in the management of all food and cash resources, ensuring that the reception, handling, storage, and documentation of food commodity movements are aligned with WFP and WVI DMT standards and guidelinesEnsure an effective reporting system to produce timely and accurate reports to WFP, WV Somalia, DMT, and other key stakeholders.Ensure the program is implemented in ways responsive to the community’s needs through community engagement, sensitization, information provision, participatory planning and targeting process, in line with the WFP/donor(s) and WVS’ principles, values and full compliance of the internal, donor, and DMT’s procedures and requirements.Ensure timely coordination with WF SO share information’s and coordinate on supply delivery to project sites.Establish strong nutrition supply management system including project recording and timely reporting of incidents of any type.Coordinate with local stake holders on community awareness and mitigation measure of for aid diversion (PDAD).

Budget Management; 

As budget holder at project level for the project, responsible for the overall management and revision of a realistic budget, authorizing and monitoring expenditure, and maintaining health burn rates in Balcad in line with the WVS and donor requirements. This will include the regular monitoring of monthly budget burn rates on all budgets. The post holder will need to ensure all sub-budget holders under his/her direct supervision are also delivering their budget management responsibilities. Manage project budget within approved spending levels and ensure accurate and timely financial reports and invoices to donors; In conjunction with the Area Manager and Finance and Support services Manager, ensure grant/project compliance whereby project expenditures are reasonable, allocable, and prudent and spent in accordance with donor rules and regulations to ensure compliance with external audit.Supports in overseeing adherence to contractual agreements, recommend amendments and contract extensions, advise concerned parties with respect to contractual rights/obligation (be on top of what is happening in the sector, following up on the quality, escalate well in advance if things aren’t going well with the suppliers/contractor.Work with the regional finance team to ensure timely submission of variance explanation upon receipt of monthly project/sector financial report preparation and submission of accurate financial reports for the project.

Monitoring, Reporting, Documentation & Knowledge Management;

 Monitoring, Reporting, Documentation & Knowledge Management;Maintain effective project quality assurance mechanisms, including monitoring system for tracking of project progress against indicators, activities and key project milestones, reporting, evaluation, and communication systems.Develop Standard Operating Procedures for monitoring, reporting, documentation and knowledge management, including establishment of standard tools and systems for documentation and information sharing of project progress, best practices, lessons learnt and success stories.Track project deliverables using appropriate project management toolsConduct routine visits to project / implementing partner project sites for purposes of monitoring and operational support.Submit timely, accurate, and quality reports that meet donor requirements.Constantly monitor and report on the progress of the project to all stakeholdersWorking closely with the TU, lead in identifying and documenting best practices, lessons learnt, and relevant human-interest stories for publication and disseminationWork closely with the communications and advocacy team on providing project content for all media publications and to develop and disseminate technical-advocacy pieces to donors and external stakeholders;Organize quarterly project review meetings, in coordination with the M&E team, to review progress against planning, adapt strategy and share learning;

Donor Relations & Engagements;

In coordination with regional teams, represent the Project and World Vision in engagement opportunities with the donor, the State government, UN agencies, clusters, implementing and technical partners, and other relevant stakeholders.Represent World Vision at field meetings with the Government and project counterparts to provide updates on program implementation.Maintain open communication with sub-grantees, other INGOs, UN agencies, and other relevant external partners regarding project initiatives for enhanced coordination.

Essential:

Bachelor’s degree in Health, Nutrition, agriculture, Family and Health Sciences or any other related fields.At least three years of experience in project management and administration, financial management, contract management, agreement compliance, sub-award management, and tracking project performance and costs.Experience in Nutrition programming and Emergency ResponseFluency in English.Demonstrated strong analytical, managerial, leadership, communications, and interpersonal skills.Must be able to build collaborative relationships, network, and communicate with a wide range of stakeholders to facilitate and negotiate mutually satisfactory outcomes. Strong analytical skills and level of technical proficiency with Microsoft Word, Excel, and PowerPoint, with the ability to use these tools to collect and analyze immunization program data.Good business-oriented verbal, visual, and written communication skills.Proficiency in MS Office with the use of IT facilities for informationStrong analytical, managerial, leadership, communication, and interpersonal skills.Proven experience in proposal writing and project reporting.

Working Environment:

The position is field-based in Bal’ad, Hirshabeele State with frequent travel to field operation areas required.
