This Proposal Opportunity:
The Ministry of Health and Wellness (MOHW) of Jamaica is leading the development and implementation of an Electronic Immunization Registry (EIR) to enhance data collection, analysis, and reporting for the country’s immunization program. To achieve this, MOHW has issued a Request for Proposals (RFP) for a qualified vendor to develop and implement the EIR software. Palladium seeks a Project Manager to lead project coordination, ensuring effective collaboration with MOHW and relevant stakeholders to achieve program objectives.
Position Summary
The Project Manager will be responsible for overseeing all aspects of the project, ensuring timely execution, budget adherence, and alignment with quality standards. This role requires strategic leadership, risk management, and stakeholder engagement to drive project success. The Project Manager will serve as the primary liaison between Palladium, MOHW, and other stakeholders, proactively identifying challenges and implementing solutions.

Primary Duties and Responsibilities:
Provide overall project leadership and coordination ensuring the project meets deadlines, budget, and quality standards. Develop and manage the project plan, schedule, and budget.Oversee coordination between Palladium, MOHW, and relevant stakeholders.Ensure project risks are identified, monitored, and mitigated effectively.Lead communication with MOHW and other key stakeholders.Ensure that Palladium’s team has the necessary resources to execute their responsibilities.Provide technical and managerial to project teamKey Competencies Required:
A bachelor's degree in computer science or related sectors and/or Business Administration. Project Management Certification requiredMinimum 3 years of leadership experience managing donor- or government-supported programs.Minimum 3 years of experience managing IT projects of similar size and complexity. Strong skills in strategic planning, project management, budgeting, and stakeholder coordination.Proven experience in project scheduling, risk management, and budget control.Excellent communication skills (written and verbal) for diverse technical and managerial engagements. Familiarity with Government of Jamaica policies, procedures, regulations and reporting requirements.Should possess excellent oral and written communication skills in English and attention to detail and demonstrate strong problem solving and technical skills.Preferred Qualifications
