Job Description:

To design, implement, monitor and coordinate Communal agriculture infrastructure works, including rehabilitation of agriculture roads and rehabilitation and construction of secondary irrigation canals and water harvesting ponds within World Vision’s Livelihood program in North with the goal to enhance the Livelihoods of Vulnerable Lebanese Host Communities and Syrian Refugees through Food Assistance for Assets funded by WFP.

The Engineer is fully accountable for proper execution and monitoring of works as per applicable specifications and standards.

Design

Define the reference standards to be adopted in the planned infrastructure worksDefine the materials and construction tests needed to complete the works as per standards and normsDevelop specifications, drawings, and Bill of Quantities (BoQ’s) Interpret field and laboratory resultsDesign or supervise the design of systems, processes, or equipment for control, management, or remediation of water, waste water, air, or soil qualityDevelop, implement, or manage plans or programs related to conservation or management of natural resourcesAssist in proposals for WASH, infrastructure and livelihood projects.

 Implementation

Conduct technical assessments and data analysisDevelop and continually update Detailed Implementation Plans (DIPs) for the delivery of the project.Validate program of works and method statements submitted by contractors and suppliersPrepare the construction work schedule and method statement for directly implemented projects.Provide overall follow up and supervision of the engineering and construction works related to the project and provide certification reportsSupervise and manage the project construction staff and coordinate with project supervision officerProvide technical expertise related to the planned infrastructure works carried out by the projectTrack activity expenses; ensure that appropriate action is taken in a timely fashionCheck payments raised by contractors and suppliers and submit to finance.

Information Management / Reporting

Prepare a daily report and keep track of the daily progress of works.     Ensure that all infrastructure data is well managed and provides an accurate representation of the reality on the ground.Validate the accuracy of the data, and the quality of the Infrastructure interventions.Submit regular reports to the Project Manager.Study and negotiate change orders and approve them when completedCoordinate the works between consultant, contractor and clientCommunicate effectively with stakeholders

Testing

Confirm and validate water tests for sources: wells, tanks, trucks, springs,…Witness, approve or reject all concrete, hydraulic, control tests done on site or laboratories

Minimum Requirements:

Bachelor Degree in Civil, Industrial, Environmental, or Mechanical EngineeringExperience in rehabilitation of buildings is plus.Detail-oriented personalityIndependent, Self-Starter and creative and able to work without supervisionStrong English and Arabic communication skills (oral and written)Ability to travel across the country regularly for training, assessment, regular monitoring and evaluationA high level of diplomacy and networking skills is required.Cross-cultural sensitivity, flexible worldview, emotional maturity and physical staminaAbility to work in and contribute to team building environmentAbility to maintain performance expectations in psychologically stressful environments and physical hardship conditions with limited resourcesAbility to use a computer, with word-processing and spreadsheets, (e.g. Microsoft Office)Ability to use AutoCad and preferably ArcGISMember in Lebanese Order of Engineers and ArchitectsExperience working collaboratively in a teamExperience in infrastructure works, and in coordinating activities with partners and facilitating capacity buildingExperience in NGOs, preferably in implementing programs in any field related to water or sanitation: involving assessments, design, planning, implementation, budgeting, reporting, and evaluation and monitoringA full commitment to World Vision’s core values and mission statement.Full adherence to World Vision Lebanon Child Protection, Code of Conduct and Conflict of Interest policiesFull adherence to security protocols4-6 Years of experience in a similar supervisory and design position for WASH and infrastructure works including concrete works.A valid driver’s license (more than 1 year old).Ability to act with appropriate respect to the beneficiaries’ cultures and traditions.Ability to gather information in an objective, appropriate and sensitive way.Ability to travel across the country regularly for training, assessment, regular monitoring and evaluationBe prepared to travel to implementation sites and regional, global meetings as required.Experience in site construction management, preferably related to water canals and roads construction.Experience in project monitoring, reporting and accounting.Excellent working knowledge of IT technologies (Construction management software, computer engineering design software-AutoCad, GIS..) and office computer applications (Ms Office)Experienced in community mobilization and the ability to manage meetings with community leader’s, government officials, NGOs and other stakeholders (ensuring gender balance in participation). Interpersonal skills and cross-cultural sensitivity.
