Job Description:

The Program Officer (PO) will provide technical expertise, coordination and support in the acquisition of grant, local, and private non sponsorship resources for World Vision Mozambique. Working closely with the RM team and the National Office Technical Program (TP) Managers, the PO will be responsible for the coordination of resource acquisition processes to ensure the development of quality proposals. The role includes donor, WV support office, and other stakeholder engagement, and information management, including local partnership development. The PO reports to the Senior Program Officer and provides support to the HEA Manager in a matrix relationship. Overall, the PO will have proven capacity in project design, donor engagement, and grants acquisition, communicate World Vision's Christian ethos, demonstrate a faith that is an example to others as well as have the energy, dedication and attitude to help her or him achieve quality results in a changing, complex and demanding work environment.

Major Responsibilities:

1) Donor and Partner Relationships - 10 % time
Proactively develop and nurture relationships with donors, partners, and WV Support Offices to identify new funding opportunities to meet funding gaps and/or growth in program/projects, which respond to needs in target communities.

Support the development of donor and partner engagement materials.

Support in preparing communication materials for external engagement. 

Results

•    Support the development and implementation of donor and partner engagement plan.
•    Participate in quarterly meetings with internal stakeholders (TPMs, PE&QA, HEA, etc.) to review and plan for donor and partner engagements
•    Participate in quarterly meetings (Virtual and/or face-to-face) with SOs/donors
•    Responsive to donor inquiries on concept/proposal, organizational capacity, and/or funding in a timely manner
•    Participation in donor and partner networks
•    New relationships created and existing relationships nurtured for increased/ sustained funding
•    New Success Stories/Infosheets prepared and published.
2) Support and/or Lead Opportunity Review and Proposal Development - 65% time
Identify and lead proposal development teams to pursue opportunities for funding, which are aligned with WVM strategic priorities, in a professional and timely manner. 
Provide support to other Grants Acquisition team members leading high value proposals. 

Reviewing funding opportunities in accordance with WVI policies (currently using the Go/ No Go tool)

Map potential local partners and develop capacity building plan.

Conduct partner due diligence and partner capacity assessments in accordance with WVI policies. 

In coordination with AP Managers and HEA Managers/Coordinators, assist in collecting Information for needs assessment for emergency response and support AA activities.  

Results

•    Ensure grants committee participate in opportunity review processes and Go/ No Go forms completed, signed and filed
•    Partner due diligence and capacity done and filed
•    Timely submission of high quality (meeting donor and WVM standards) concept notes and/or proposals 
•    Achieve the minimum annual funding acquisition targets specified in the Business Plan
•    Contracts, agreements, and MOUs, with Support Offices/donors signed, filed and stored in a central repository accessible to all grants acquisition team
•    Funding status for each TP and Supporting Approach, including HEA, monitored on a semi-annual basis to identify possible funding gaps and potential growth
•    After Action Reviews done on major grants submitted
•    Lead proposal development on opportunities that are less than US$1.5 million. 
•    Local partner list that has a capacity building plan and have gone through WVM due diligence
3) Proposal to Project handover - 10% time
Lead project start-up workshops and ensure quality handover of proposal design and donor expectations/ requirements to the project operations team once the proposal is funded.
Support project start-up processes led by other Grants Acquisition team members    

Results

•    Start-up planning meetings done with all relevant stakeholders. 
•    Project start-up workshops conducted for newly awarded project with clear handover and understanding of project staff to enable quality implementation. Can also include onboarding for new grant/project staff after a project startup.
4) Strategy, Planning, and Reporting - 15% time
Support the development and monitor the implementation of the resource acquisition strategy and business plan, and track/document GAM metrics.

Provide information that feed into the monthly grants acquisition report (a report of what was done during the month and updating the acquisition tracker).

Results

•    Quality Resource Acquisition Strategy and Business Plan developed/revised and indicators updated at least once every 6 months.
•    Funding priority and strategy for each Technical Program and Supporting Approaches in place
•    Needs assessment conducted in APs and integrated funding plan developed and shared with SOs
