Job Description:

JOB PURPOSE:

World Vision Sudan (WVS) is working on partnering with the World Food Programme (WFP) to manage an Integrated Food and Cash Assistance Program covering General Food Assistance (GFA), Nutrition, School Meals and Resilience project models. These projects are targeting about 500, 000 participants in White Nile State.

                                      

White Nile State is new operation area for World Vision Sudan, in line with the Country Office’s adaptative strategy which aims to expand geographical footprint to reach the most vulnerable children and their communities.

This position will, therefore, lead the establishment of the White Nile State Office, in addition to provide overall leadership for the implementation of this programme within White Nile State in line with WFP & WVI minimum standards and guidelines. The Program Manager will lead the coordination and collaboration with World Food Programme, WV Sectors, the State Government Line Ministries, and other partners in ensuring the program objectives and outputs are achieved.

MAJOR RESPONSIBILITIES:

* 20% - LEADERSHIP:

Provide strategic leadership for the White Nile Food and Cash Assistance program, ensuring full compliance with WFP and WVI standards and regulations.Lead the planning, and implementation of cash and food assistance and Nutrition project activities, ensuring the program effectively achieves its stated objectives.Provide overall leadership of the area office including setting up an office in the new state.Recruit and build capacity of new staff, focusing on identified gaps in technical competencies, donor engagements, proposal development, response coordination and Program Management.

* 20% - COMMODITIES MANAGEMENT AND REPORTING:

Manage the planning implementation, receipt, storage, dispatch, distribution, monitoring and documentation of commodities following World Vision and WFP standards and regulations.Ensure that the Commodities Reports are accurate and reliable with the relevant supporting documentation available and submitted timely to WFP and shared World Vision international (WVI), internal stakeholders.Identify Capacity gaps within the Food Assistance Team and organize training to address those gaps.

* 20% - GRANT ACQUISITION:

Coordinate development of new project proposals and concept notes in response to WFP food and cash assistance, resilience and school feeding funding opportunities.Facilitate the signing of MOUs, Field Level Agreements with WFP and DMT with World Vision Sudan before any implementation.Provide the leadership to work on the expansion opportunities with other donors in the state.

* 10% - DONOR AND STAKEHOLDER ENGAGEMENT:

Establish and maintain effective working relationships with government authorities, WFP, UN agencies, peer NGOs, donors and World Vision stakeholders at the State LevelEstablish and maintain strong relationships with donors, partners, government agencies, and other stakeholders to facilitate coordination and collaboration.Attend and contribute to the EOC meetings and specific operational cluster meetings as organized by the UN and other humanitarian actors. Attend key humanitarian meetings including WFP cooperating partners meetings and working with the Operations Manager, ensure relevant Cluster Meetings (Food Security and Nutrition) are attended.

* 20% -TEAM LEADERSHIP & CAPACITY BUILDING:

Provide leadership and guidance to the program team, ensuring effective coordination and collaboration.Mentor and build the capacity of staff and partners, ensuring they have the skills and knowledge to implement high-quality cash and food assistance programs.Promote a positive and collaborative work environment that fosters learning and professional development.

* 10% -MONITORING, EVALUATION & REPORTING AND FINANCE MANAGEMENT:

Lead the monitoring and evaluation (M&E) efforts for food and cash assistance programs, ensuring effective tracking of program progress, indicators, and results.Oversee the timely preparation and submission of high-quality reports to donors, senior management, and other relevant stakeholders, ensuring accurate data and analysis.Ensure no over/underspending on projects.Ensure stewardship and accountability of organizations’ resources (equipment, materials, finance and human resources) and towards the beneficiaries through an effective complain & response mechanism.

* 20% - COMPLIANCE & QUALITY ASSURANCE:

Review and finalize project-level risks register for 2025 and ensure all staff undergo orientationEnsure compliance with organizational policies, donor requirements, and legal regulations in the implementation of food and cash assistance programs.Regularly conduct program quality checks and audits to ensure adherence to established standards, protocols, and best practices.Coordinate the different internal and donor-based audits for the White Nile Program and provide the compliances.

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE:

Minimum of 5 years’ experience at a senior level in Food and Cash Assistance programming in emergencies and developmentMinimum of 5 years’ experience in designing, planning, implementing, monitoring and evaluation of WFP/USAID programming. Proven track record for multi-sector program design and implementation in large and complex emergencies.Strong track record of successful coordination or management of large Food and Cash Assistance operations.Working knowledge of humanitarian codes, standards, principals, and ability to mainstream leading cross-cutting themes. Knowledge of child protection standards, principles and implementationThe person must be results oriented, good at public relations and able to promote a team spirit.The holder of this position must be a results-oriented leader who can manage and satisfy multiple tasks from competing organizational, donor and other stakeholder At least three (2) years’ experience in a proven security field (public, private, and government or NGO sectors)Demonstrated experience in designing and delivering training.Demonstrated ability to work effectively under pressure (particularly in a crisis situation)Ability to communicate well in English & Arabic: (verbal and written) particularly in a crisis situation.

Required Education, training, license, registration, and certification:

Minimum a bachelor's degree in development/social science, Agriculture, or any relevant field.Five years’ experience at a senior level in Food and Cash Assistance programming in emergencies and development sector

Preferred Knowledge and Qualifications:

Strong organizational skills and previous experience working in international non-governmental organizations.Strong project management design, accountability monitoring and evaluation skills preferredStrong programming knowledge and experience on WFP GFA/FFA models. Ø Good knowledge on Commodity Tracking Systems and beneficiary’s database management.Must be analytical, innovative and self-managed leader.Valid Passport and Driving License.Demonstrated professional behaviour and ability to represent the organization well at interagency meetings.Demonstrated personal values, attitudes and behaviours that are consistent with World Vision Core Values.
