Requisition ID: req58042 Job Title: Policy Brief Consultant Sector: Communications Employment Category: Consultant Employment Type: Full-Time Open to Expatriates: No Location: Beirut, Lebanon Work Arrangement:In-person Job Description The consultant will develop a policy brief that offers insights into the challenges children face in conflict with the law, along with specific recommendations to improve their protection. The consultant will also participate in a roundtable event and technical dialogue to engage relevant stakeholders, discuss challenges, and propose actionable solutions. The findings and recommendations from the roundtable will be used by the consultant, who will produce a policy brief to advocate for the protection of children's rights within the judicial process. Ahead of the round table event, the consultant is expected to gain an understanding of the proposed issue. Scope of work: Phase 1: Gathering insights through KIIs and incorporating existing data Objective:To integrate recent data and findings from KIIs, consultations, and other sources that offer evidence and insights on children’s experiences within the judicial process and in prisons. Responsibilities: + Review and incorporate data provided by the IRC and other sources. + Carry out key informant interviews, with interviewees to be identified and agreed upon in consultation with the IRC. + Work closely with the Case Management and PSS teams to ensure children’s voices are considered in the roundtable discussions and policy brief. + Ensure confidentiality and safety in the process of collecting feedback from children. Phase 2: Roundtable Event and Technical Dialogue Objective:Gain understanding of the challenges facing children in conflict with the law in the judicial process, as well as identify the barriers and possible solutions to enhance the protection of children in conflict with the law. Responsibilities: + P articipate in a technical dialogue in the round table event, particularly in discussions about challenges, barriers, and proposed solutions from subject matter experts. + Document discussions and identify key findings and recommendations. Phase 3: Policy Brief Development Objective:To develop a policy brief around the issue at hand that provides an in-depth understanding of the context, showcases findings, and provides clear recommendations inspired by the roundtable discussion and additional sources. Responsibilities: + Provide context on the issue. + Analyze and compile the outcomes of the roundtable and insights gained from other sources and KIIs. + Work with relevant team members and stakeholders to draft a comprehensive policy brief in partnership with PAC. + Ensure the policy brief is aligned with advocacy goals and the interests of the target audience, including donors and key decision-makers. Deliverables: + Documentation of the roundtable discussion, including key issues, solutions proposed, and recommendations. + Documentation of conducted KIIs. + An outline detailing the proposed structure of the policy brief. + A comprehensive policy brief, incorporating findings from the roundtable and children's perspectives, with specific recommendations, to be shared with donors and relevant stakeholders. Task Estimated days Conduct key informant interviews to be agreed on with the relevant teams at the IRC child protection team/ PRoL team 4days Conduct a desk review of the current IRC data on children in contact and conflict with the law, and other sources as available and needed 3days Analyze the data provided by IRC from the consultations 1 day Compile data from the key informant interviews and desk review 1 day Roundtable discussion event with key stakeholders 1 day Present outline of the policy brief 2 days Discuss the outline with the IRC teams and incorporate feedback 3 days Send the paper to the technical team, CP TA, and legal TA for review, and finalize the paper with PAC. 7 days Conduct a validation Workshop for the CP and protection sector 1 day Finalize the paper and hire a graphic designer to finalize the design 6 days Disseminate the final paper 1 day Qualifications + Applicant should present an application package which should include: a CV, cover letter, link or writing samples of policy briefs and/or reports. + Degree in international relations, international development, public policy, economics, or related fields, or its equivalent required. + At least five years of working experience in research and policy development, with demonstrated experience in research and analysis. + At least 3 years of experience working in the humanitarian sector. + Proven ability to write clear and effective papers and reports, demonstrated through the submitted sample required. + Fluency in English and Arabic (oral and in writing) required.
