Monitoring & Evaluation Officer
The Role:
The M&E Officer will provide M&E support to the USAID-funded EMERGE program implementing Partners. Working under the supervision of the M&E Manager/Coordinator, the position holder will closely work with the EMERGE World Vision and the Consortium M&E Team and Project team to set, monitor, and track project performance targets in line with project objectives and to ensure that they are achieved. The candidate will be responsible for implementing monitoring activities such as developing field monitoring checklists, tracking output data on an ongoing basis, supporting accountability-related activities within the projects, and providing timely and relevant information to the project staff.
The position holder will also assist project teams to develop and implement tools to ensure beneficiaries are informed of the project goal, implementation methodologies, beneficiary selection criteria, project timeline, data collection, and reporting. He/she will carry out routine monitoring and provide feedback, and inform managers of timely actions. The incumbent will take the lead in assessment, real-time, and post-distribution monitoring processes to promote MEAL quality and to help measure impact. With the support of the DM&E Coordinator & Manager, the position holder will facilitate collaboration among EMERGE implementing partners to ensure integration and mutual accountability.
He/she will work closely with government coordination structures in SWS as well as coordination with the Ministry of Planning, Investment, and Economic Development (MoPIED), and the Ministry of Labor and Social Affairs (MoLSA) to align methods and technologies and involve them in the participatory monitoring and assessment activities. The position holder will establish links with the World Vision Somalia core MEAL Unit, Cash Consortium, and SomReP to enable interoperability.
Key Responsibilities:
Design, Assessment & Planning;
Participate in the designing and planning processes, including M&E tools and systems, and program Accountability in the community in alignment with the World Vision DME Learning through Evaluation with Accountability and Planning (LEAP) framework, and Humanitarian accountability standards.Support the project implementing partner staff to set up and maintain appropriate and robust M&E systems.Participate, plan, and lead assessments and research exercises as appropriate.Support the designing, contextualization, and/or revision of the graduation criteria based on the needs identified at the community level.Participate in the designing, revision, and alignment of the real-time & post-distribution monitoring tools and systems, and sensitize the implementing partners.Develop and manage an updated database and information management system such as project level output tracker, ITT and online BOX for project plan, indicators and monitoring activities for the IPs.Provide technical support to implementing partner organizations, Project Managers, and Accountability Officers in community-level planning;Support project start-up workshop to ensure implementing partners and project staff have a good understanding of the project monitoring, evaluation, and reporting requirements.Work closely with the MIS/GIS team to update the program database and information management system for the project plans, indicators, and monitoring activities for projects.Participate in developing the monitoring tools and checklists, and carry out periodic data quality assessment (DQA) and ensure that the data that is gathered and reported are consistent along all the chains of reporting.Implementation of Monitoring, Evaluation & Learning Activities;
Ensure program M&E and quality frameworks are implemented based on WVI industry standards (on-time, on-budget, and impactful program implementation based on proven models and on-quality targets) as well as develop other tools to improve the quality of programming and performance measurement;Participate, and coordinate among the key stakeholders including the implementing partners, and the government's key ministries in the familiarization of the EMERGE M&E framework.Coordinate as well as participate in assessments, analysis, and dissemination of reports as per the agreed project guidelines. In addition, provide supervision to data collection during assessments, PDMs and any routine monitoring.Support monitoring and tracking processes using EMERGE developed tools and provide guidance to staff and partners in their use.Ensure projects carry out routine activity monitoring for compliance as well as outcome monitoring of the project resultsRoutinely perform quality control checks of monitoring and evaluation work, overseeing that planned monitoring and tracking activities are taking place across the partners.Periodically track the graduation criteria and community outcomes for actions including the recommendation to further engage with the households lagging.Participate and facilitate lessons learned events among partners and communities to promote the sharing of knowledge generated from project-level community reflections, project monitoring, and evaluations, and adapt to future planning as well as improvements in the existing M&E frameworks.Coordinate field monitoring and evaluation activities, stay abreast of best monitoring and tracking practices, and support quality programming and accountability standards.Provide regular feedback to the Implementing Partners’ staff to improve the quality of documents at their source.Monitor coaches' engagement with the community, identify gaps, and recommend actions.Support and lead district-level quarterly review meetings, ensuring excellence in the preparation and capture of strategic actions.Promote and facilitate processes for identifying, documenting, and disseminating good M&E practices in the region.Provide meaningful data summaries and visualization to demonstrate results to the district-level partners on the contribution of each sector.Coach and mentor Implementing Partners’ M&E and other program staff to accelerate learning and adoption of recommended M&E methodologies and approaches.Quality Assurance & Knowledge Management;
Participate in data quality assessment and revision, ensuring quality through the implementation of an effective data verification mechanism and undertaking routine data quality checks at all the partners and community levels;Report any attempts to divert aid to management, Ethics Point, and via Flash Reporting Protocol; Work closely with all the stakeholders to ensure the Standard Operating Procedures for monitoring, reporting, documentation, and knowledge management, including the establishment of standard tools and systems for documentation, are in place, and information sharing of project progress, best practices, lessons learned, and success stories.Track project deliverables using appropriate project Management Information Systems (MIS);Work closely with EMERGE and the World Vision core MEAL Team and track beneficiary profiles, asset mapping, vulnerability mapping, graduation criteria tracking, integration with the S4T Groups MIS (DreamSave/SAVIX), and LMMS-based impact assessments.Humanitarian & Program Accountability;
When demanded, participate in the humanitarian and program accountability assessment, and the establishment of the CRM mechanism and implemented across all the Implementing Partners;Ensure Do No Harm (DNH) principles are mainstreamed into the implementation of the M&E activities.Ensure that an appropriate humanitarian accountability mechanism is implemented for interventions in the district.Ensure M&E and program accountability strengthening for staff and community structures are undertaken.Ensure appropriate tools for Humanitarian Accountability (Complaints and Response Mechanisms - CRM) and mechanisms of reporting are adopted and rolled out and functional among the implementing partners.Spearhead the implementation of community feedback mechanisms, ensuring community opinions are documented and used to adjust existing programming and foster new designs;Child protection incident reporting is mainstreamed into the humanitarian & program accountability reporting system and incident reports are incorporated in monthly M&E updates.In collaboration with the GRM Coordinator, follow up and monitor the frequency of the response provided to the complainants, and the implementation of feedback, produce and share feedback with the M&E Manager and district Project Managers.External Engagement, M&E Capacity Strengthening;
Ensure M&E capacity strengthening and awareness among the Implementing M&E staff and key stakeholders is enhanced. Key areas of focus will be:Participate in the M&E capacity & competency assessment for the district M&E staff and design capacity-building strategies to address the gaps identified.Coordinate structured mentoring support to build the capacity of staff and partners on the M&E plan, the graduation criteria tracking, and reporting.Coordinate and work closely with district-level implementing partners to develop sector-specific, appropriate M&E tools, including DIPs.Spearhead engagement with government ministries in support of coordination and, where possible, collaboration on M&E tools and methods concerning the M&E frameworkReporting and documentation/Knowledge Management; ensure that project key documents and learning outcomes are documented in an appropriate manner.Safeguarding;
The position holder must adhere to strict child and adult safeguarding policies and protection principles integrated into their daily duties and ensure they strictly support humanitarian protection specific to their sector.Ensure training of community, religious, political, and traditional leaders in child safeguarding and protection, early conflict triggers, response, and potential mitigatory strategies.Adhere to the strict behavior protocol that is signed on onboarding after the protection and safeguarding induction.Report safeguarding allegations and incidents to the Ethics point and to all other provided channels.Ensuring that the project is implemented with minimum risk to staff safety and welfare.Create a safeguarding environment in your project and support your staff/team to report and make use of the WVS (SIPP)safeguarding incident management plan and ensure you and your staff utilize the Checklist for intake of information for GBV incidents to refer incidents for redress.Essential:
Bachelor’s degree in Social Sciences, Statistics, Community Development, Development Studies, M&E, or any related field.Minimum of 2-3 years’ work experience in community-based programming, M&E, local government, or work with NGOs or humanitarian agencies, of which at least three years must be in monitoring & evaluation.Proficient in English language and Somali local language.Computer literacy is required working knowledge of MS Word, Excel, PowerPoint, Kobo/ODK, and statistical packages such as SPSS.Good business-oriented verbal, market linkages/assessments, safeguarding training, and visual and written communication skills.Any training in M&E, Statistical analysis, Kobo/ODK, Accountability, and graduation criteria development and tracking.Demonstrated ability to build collaborative relationships and network with a wide range of stakeholders to facilitate mutually satisfactory outcomes.Strong analytical, managerial, leadership, communication, and interpersonal skills.Positive collaboration and facilitation skills, along with leadership of large and diverse teams.Proven experience in proposal writing and project reporting.Working Environment:
The position is field-based in Hudur, South West State with frequent travel to field operation areas required.
