Our work gives rise to some of the most pressing issues facing contemporary humanitarian action, including questions of access, conflict sensitivity, coordination, and impact.

The IRC Yemen began its programs in October 2012. Since establishing its presence in the South of Yemen, in the Red Sea Coastal city of Aden, the organization has grown from just an implementing small project to handling large scale emergency and relief operations. Following the war which broke out in Yemen in March of 2015 and the humanitarian disaster, which was crafted by the same, IRC launched one an emergency response program in the southern governorates of Aden, Lahj, Abyan, Shabwah and Al Dhale, and expanded later in Sana’a and Hodeidah in the North. Currently IRC Yemen is operating in eight governorates in the south and north of Yemen through direct programming and through local partnerships, in Health, WASH, Nutrition, Economic Recovery Development, Education, Child Protection, Gender and Women Protection and Empowerment.

Today, the IRC has more than 2,200 staff working across the region, including in Iraq, Jordan, Lebanon, Libya, Syria, and Yemen to support those affected by some of the world’s most complex and protracted humanitarian crises.

Scope of work:

Working under the direct supervision of the Senior MEAL Manager, the MEAL Officer will be based in the IRC Field Office in Al Dhale, Yemen. The MEAL Officer will work closely with all program staff in the field to implement the IRC Yemen MEAL commitments and improve program quality through enhanced data management systems and processes. The position will also act as the focal point for MEAL in the Field Office.

The Officer will be responsible for running day-to-day MEAL issues arising in the Field Office and providing technical support to field teams to ensure the effective implementation of projects

The Officer holder will be responsible for the feedback channels for all the areas, conducting field visits, surveys, FGD, and individual meetings as well as crafting reports and supporting the staff.

Job summary:

Working relations:

The position reports to the Senior MEAL Manager and works closely with the Information Management Officer

Indirect Reporting: This position works closely with programs in terms of collecting monitoring data, data analysis and sharing main findings back with programs to enhance the quality of programs.

Main responsibilities: Provide direct support to monitoring and evaluation processes of all the projects in the field site Support projects to ensure the IRC`s Monitoring and Evaluation standards. Supervise data entry processes and provide complete, accurate, and consistent data to Managers in the field to ease data analysis and action planning. Take part in all data analysis and action planning meetings organized in the field Keep the database up to date and help program staff prepare periodic high-quality reports Assess Monitoring and Evaluation technical capacity needs in the field office, prepare and implement a capacity-building plan on data collection, cleaning, analysis, presentation, and use with support from the Senior MEAL Manager. Provide support in Baseline, Endline Evaluations, Post Distribution Monitoring (PDMs), Satisfaction Surveys, Post-planting and Post-harvest surveys, and other related household surveys in all locations Conduct regular data verification and audit exercises to assess the quality of data reported and address any anomalies identified Submit to the Senior MEAL Manager weekly and monthly updates on MEAL activities conducted in the field Ensure that the feedback channels for all areas are in place and appropriate for the affected population: this may include conducting field visits, surveys and facilitating FGD, running individual meetings with communities. Generate reports on the implementation and use of feedback channels, per project result, including limitations and challenges. Assess the utility and efficiency of the established mechanisms for children and adults and propose recommendations for improvements. Facilitate access and provide support and input to specialist external consultancy firms running surveys and dialogues with clients. Provide support, advice, and training, where applicable for the management of client feedback. Aggregate and disaggregate client feedback (according to gender, age, status, disability, sector, risk level, and other clients’ appropriate disaggregation). Present statistics on feedback received and feedback content in clear formats to highlight feedback trends, as well as synthesize qualitative feedback in ways that provide the detail that the program team will need to have an appropriate response. Analyze key themes, challenges, and opportunities for program improvement. Keep a record of the number of cases that are closed/responded to and the timeliness of response and how client feedback has been responded to through information collection and data analysis. Make sure the feedback loop with clients is closed within the agreed timeline to acknowledge their feedback and respond to them about what the IRC has done in response to feedback. Maintain open and professional relations with other team members while promoting strong team spirit. Other: Represent IRC Yemen at inter-agency field-based MEAL coordination forums. Develop good relationships and team spirit with program and operations staff in the field. Perform any other MEAL tasks assigned by the Senior MEAL Manager.
