Lead Developer, Jamaica, Development and Implementation of an Electronic Immunization Registry (EIR) Software for the Ministry of Health and Wellness

This Proposal Opportunity:  
The Ministry of Health and Wellness (MOHW) of Jamaica is leading the development and implementation of an Electronic Immunization Registry (EIR) to enhance data collection, analysis, and reporting for the country’s immunization program. To achieve this, MOHW has issued a Request for Proposals (RFP) for a qualified vendor to develop and implement the EIR software. Palladium seeks a Lead Developer to lead software development, ensuring effective collaboration with MOHW and relevant stakeholders to achieve program objectives. 

Position Summary  

The Lead Developer will be responsible for overseeing all aspects of software development, ensuring high-quality coding standards, system scalability, and alignment with project objectives. This role requires strategic technical leadership, problem-solving, and collaboration with cross-functional teams to drive successful implementation. The Lead Developer will serve as the primary technical liaison, providing guidance on system requirements, troubleshooting complex issues, and ensuring timely delivery of robust software solutions.  

*This is an anticipated project, and all positions are contingent upon award from MOHW. *   

Primary Duties and Responsibilities: 

Lead the development team in designing, coding, and testing the EIR system. Develop APIs for interoperability between the EIR and other Government of Jamaica systems. Ensure code quality and adherence to best practices. Work closely with project managers, designers, and other stakeholders to translate business requirements into technical solutions.  Identify and resolve performance bottlenecks, debug complex issues, and ensure the application runs efficiently and securely.  

Key Competencies Required: 

A bachelor's degree in computer science or computing engineering. Minimum 5 years of experience in developing web applications using relevant technologies. Proven experience in developing web-based and mobile applications.  Familiarity with Government of Jamaica policies, procedures, regulations and reporting requirements. Demonstrated knowledge of a broad and extensive knowledge of IT principles, methods and techniques; analytical skills and superior knowledge of project management principles to manage projects and work with multi-disciplinary teams. Experience in customization of DHIS2 tracker, understanding of FHIR, APIs, and system integration.Must be able to work with project staff and clients of many professional backgrounds and a wide range of experience with computers and information systems.Must have ability to translate technical terms into nontechnical/common language, both verbally and in writing.   Should possess excellent oral and written communication skills in English and attention to detail and demonstrate strong problem solving and technical skills. 

Preferred Qualifications

Familiarity with open-source tools and digital global goods.
