Senior Grants Officer
in Berlin | July 1st2025
in full- or part-time (32-40 hs/week) | initially for 2 years
BACKGROUND
IRC Deutschland
IRC Germany is the IRC’s European headquarters, combining a country program implementing integration projects for refugees and other vulnerable populations in Germany, with representational functions of IRC’s global work vis-à-vis the German government and other German and European stakeholders and raising funds for project work worldwide. Established in 2016, IRC Germany now employs a dynamic team of approx. 200 staff across the Berlin Main office and other locations all over Germany.
Purpose of the Role
The Senior Grants Officer leads a team within the Grants unit and oversees various and complex projects and/or assignments in the areas of business development, grants and contracts management, sub-award management, and donor communications. The Senior Officer ensures that their team facilitates the production of timely, high-quality proposals, amendment requests and reports to donors, and provides colleagues in the entire German Programs team with proactive advice on donor and IRC compliance regulations for the portfolio she*he oversees. The Senior Officer is supervised by the Grants Coordinator.
SCOPE AND AUTHORITY
Reports to the Grants Coordinator, RAI German programs. Works closely with the Director, RAI Germany, Head of Programs, Grants Coordinator, Grants Officers, Program and Finance Coordinators of the German programs. Supported by the Regional Grants Advisors for RAI Europe Programs on all matters related to IRC pre-award and program award management.
KEY ACCOUNTABILITIES
Grants Management
· Hold a broad and deep understanding of IRC’s policies and of the donor agreements’ terms and conditions across the grant/contract portfolio.
· Coordinate and implement all kinds of grant management tasks and support direct reports in doing so. These include:
a. coordination of the production of donor reports;
b. ensuring timely submission of deliverables and appropriate spend in line with contractual requirements;
c. communication of donor requirements to relevant program and support staff;
d. overview of the tracking of project indicators, expenditure and other essential information;
e. coordination of the development of budget realignments, amendments and extensions;
f. maintenance of relationships with donors;
g. facilitation of grant review meetings on a regular basis as well as project opening and closing meetings.
· Review donor reports for accuracy and quality.
· Ensure that contract management reference tools are updated at all times, including trackers and reference materials covering donor acquisition regulations related to reporting and prior approval requirements in tandem with IRC’s specific policies.
Partner Management
· Ensure quality partner management in compliance with the IRC’s PEERS, including sub-award start-up, sub-award implementation monitoring, management and accountability, and appropriate sub-award close-out and support direct reports in doing so. Partner management tasks include:
a. coordination of sub-awards modifications in a timely manner ensuring that relevant IRC units provide their inputs and approve the modification;
b. organization of sub-award opening, review and closing meetings with partners and IRC relevant units to ensure that partners’ program implementation is on track according to work plan and log frame approved by the donor;
c. organization of program and finance/compliance monitoring meetings or visits to ensure that partners’ program implementation is in compliance with IRC and donor rules and regulations;
d. tracking of sub-award partners’ deliverables and ensure that partners’ contractual reports are reviewed and feedback is provided;
e. Maintenance of proper records of all award and sub-award documents.
· Serve as the IRC Germany focal point for any questions on PEERS and partnerships management. Train relevant program and support staff in these areas.
· Offers PEERS trainings on a (RAI) European level.
Donor Relations and Communication
· Ensure liaison with donors as the need arises and ensure donor representation.
Management and Compliance Monitoring
· Supervise a team of several Grants Officers in line with IRC’s standards for people managers.
· Contribute to the overall leadership of the Grants unit by working closely with the Grants Coordinator and taking over responsibility in representing the team internally and IRC externally
· Proactively identify and flag potential or unresolved (compliance) risks/issues and offer advice to IRC Deutschland staff (Grants Coordinator, senior management, finance, operations, HQ, etc.) on resolving issues.
· Ensure that the grants information management and filing system is respected and all donor contractual documents, reports, key correspondence etc. are appropriately filed in up-to-date and consistent soft libraries.
Training
· Train project staff in grants management and partner management.
· Support project staff in the correct application of IRC and donor guidelines.
· Build IRC Deutschland staff (program and support units) understanding of relevant regulations, as well as IRC policies and procedures through training, technical support, and accountability.
Proposal Development
· Lead the development of proposals for submission to donors in coordination with sector leads, the budget lead and cross-cutting functions involved.
· Ensure that the IRC Deutschland system for handling proposal development with management, programs, finance and other teams/departments is understood and respected, and results in timely and quality submissions.
· Conduct monitoring, research and analysis into donor strategies and share relevant information with senior management and program staff.
PERSON SPECIFICATION
Essential
Skills, Knowledge and Qualifications and Experience
+ At least two years of professional experience in non-profit programs
+ Expert in the field of program development, grants management and business development and able to clearly explain complex issues to project staff
+ Proven track record of building partnerships based on mutual respect, equality and sustainability, as well as successfully raising funds, especially from public donors
+ Experience in supporting and managing a team
+ Excellent inter-personal, cultural and diplomatic skills
+ Excellent written and verbal communication skills in German and English, at least C1 level according to the Common European Framework of Reference for Languages (CEFR)
+ Good communicator with strong organizational and analytical skills
+ Demonstrating a strong commitment to advocating for refugee rights and advancing gender, equity, diversity, and inclusion (GEDI) as core aspects of your work and key motivations for your engagement.
+ Ability to juggle competing priorities, meet demanding deadlines and prioritize
+ Experience working with Excel at an advanced level
+ Conscientious, reliable and team-oriented approach
Desirable
+ Existing network with relevant actors in the field of integration/migration and the donor landscape
+ Additional fluency in one or more of the languages spoken by client population, e.g. Ukrainian, Arabic, Dari etc.
