Background/IRC Summary:
The International Rescue Committee (IRC) is a private, non-political, non-profit, and non-religious organization. For over 90 years, we have been providing humanitarian assistance to communities affected by conflict and natural disasters in more than 40 countries. Since 2008, the IRC has been active in Myanmar, delivering humanitarian assistance in areas such as health, protection, water, and sanitation, specifically targeting families impacted by conflict and natural disasters.
Job Overview/Summary:
The Medical Doctor will be responsible for frontline health response and implementation of earthquake emergency response with primary health care services in identified IDP camps through Mobile Team of IRC’s Humanitarian Health Response Program. The Medical Doctor needs to build capacity of Mobile Team Members and participate in surveillance of communicable diseases in coordination with Basic Health Staffs of MOHS, respective local authorities and CSO/CBO for strengthening of immunization and communicable diseases prevention and controlling in IDP camps area and conflicted affected communities. The Medical Doctor directly reports to program manager and this position is based in Mandalay or Sagaing Region with approximately 90% of time required for travel inside earthquake affected sites and/ or isolated villages from Mandalay and Sagaing Region.
Major Responsibilities:
Implementation of clinical care for fever patients during mobile clinic activities
Prepare monthly work-plan of mobile team to cover targeted affected sites regularly.Establishes clinical care and management of general population, women and under 5 children according to IRC protocols.Manage organizing of referral of crisis affected cases to Local District/ Township Hospital and other available secondary and tertiary referral health facilities in area and able to provide emergency trauma care if needed.Able to escort the patient to hospital or government health facility if required.Assess patients who are in need of mental health and refer for MHPSS counselling, IYCF counselling as needed.Coordinate with respective township health department, local authorities and CSO/ CBO regarding trauma care and other supports.Give technical support to mobile clinic nurses, clinic health care workers and cleaners regarding infection prevention and control and waste management measures.Represent as focal/ team leader of IRC mobile team to local authorities and community.First Aid
Provide first aid support for those who are in need. Provide on the job first aid training to saving and rescuing teams as necessary.Capacity building of mobile team members, and local community
Supervise mobile team members in their day-to-day activities and provide feedback to ensure quality workOrganize training sessions to mobile team members on first aid care, systematic drugs use, infection prevention and control measures and other clinic related topic in collaboration with clinic team supervisor and nurse supervisor.Strong mentorship and on-the-job coaching to local medical staff, as well as government health officials that provide health services in affected sites.Support and provide on-the-job training to PHC mobile team members as neededProvide capacity building to CSO/CBO regarding IPC measures as needed.Monitoring and evaluation
Organize data entry and analysis of crisis affected cases in biweekly basis and provide to M&E officer and project manager.Organize stock management data entry and analysis of mobile clinic data.Assist project manager to prepare IRC Global Minimum Health Indicators Report, Monthly Data Reports, etc.Supervise the nurse(s) on preparation of weekly and monthly disease surveillance reports and submit disease surveillance reports to respective township health department.Reporting

Registered medical doctor (M.B., B.S.) with minimum one-year experience on primary health care settings and clinic management Favorable to person with experience on medical response to disaster areaAble to work under high-risk condition Sensitivity, leadership skill and team management skillAdaptable, flexible and mature in judgmentGood assessment, analytical, planning and reporting skillsHave ability and motivation to travel and work long continuous days in remote IDP camps/ remote villages in Kachin StateGood English language skill (both oral and written)Good practice on MS packageUnderstanding of medical ethic, patient education, and humanitarian principlesIf a suitable applicant is found, an interview will be conducted before the position deadline.Myanmar nationals with relevant skills sets and proven experience of working at international level are strongly encouraged.
