Background/IRC Summary: In 2007, the IRC began providing humanitarian assistance to vulnerable and crisis-affected people in Jordan in response to an influx of Iraqi refugees and the strain on host communities. Following the eruption of the Syrian war in 2011, hundreds of thousands of refugees crossed into Jordan. The ongoing insecurity in Syria and the growing needs of refugees have strained Jordan’s resources and infrastructure and exacerbated pre-existing issues like water scarcity and high unemployment.
As resources become more limited, refugees and host communities have fewer economic opportunities and become more vulnerable. The IRC’s strategy for Jordan shows our commitment to improving the safety, health, education, and economic well-being of people affected by conflict, in camp-based (Za’atari camp) refugees and urban-based refugees as well as vulnerable Jordanian host community, in coordination with the humanitarian community and the Government of Jordan. Simultaneously, IRC in Jordan is pivoting to a more long-term resilience/development programming responding to the context in Jordan and the worsening vulnerabilities faced by refugees and vulnerable Jordanians.
SCOPE OF WORK:
The Health Officer will mainly be responsible for handling the cash in Hand modality and in directly the Referrals modality for providing the health care services in Mafraq, Irbid, and Amman governorates (and any new location), with the delivery of quality healthcare program serving IRC cohort. This role will establish and lead the referral pathways between the IRC and Ministry of Health (MOH) clinics and stakeholders (Sara hospital, Irbid Islamic Hospital, and Farah center) and other healthcare providers in urban.
KEY AREAS OF ACCOUNTABILITY:
Referral supervision
Under the guidance of the Senior Health Manager, Supervise the implementation of the Cash in Hand modality and ensure that the set targets are met in time, maintaining high-quality service provision. Ensure that the health services provided are according to standard protocols and guidelines. Working closely with MOH clinics and the contracted health care facilities team to ensure providing the needed services to the clients of IRC based on their needs. Coordinating the process of issuing, distributing, and charging ATM cards regularly for the patients who are eligible to get the services through the cash in Hand modality. Collaborating with the patients closely to ensure they are getting the services needed and to help them overcome any challenges that may arise during the treatment. Checking and verifying patients’ records and documents to make sure that all the needed services have been delivered to the beneficiaries according to the SOPs of the IRC and MOH. Working closely with other departments like finance, supply chain, partnership, etc., to ensure providing the services to the clients. Assist the Senior Health Manager and the clinically relevant team to create Referral guidelines, SOPs, and other requested materials and documents. Assist in developing work plans to be met and done for implementing quality cash for health modality. Follow up closely with the Cohort of patients referred to MOH, ensure proper orientation was given for them, and participate actively to help them overcome the obstacles to access the health system. Ensure that all patients signed and oriented about the required documents, including the code of conduct and the treatment plans. Act as liaison officer/focal point for all the referrals conducted at the IRC health facility and regularly coordinate with the identified referral level health care facilities to ensure smooth and effective referrals of patients. Ensure proper registration and integration with referral systems and set up a referral feedback system for the referred patients so that the outcome of the referrals is known, and follow-up actions are taken if required. Work closely with Senior Health Manager to follow up on the cash for Health allocated budget and ensure proper control and best use of this budget line. Identify all patients requiring secondary care and emergency care; refer appropriately according to the health mapping referral system. Assist in Map and assess Jordan health services in Northern Governorates and other locations as needed. Assist in developing a network for hospital referrals: external consultations, , Examination, and issuing medical reports. Map and assess services available for refugees in Northern Governorates according to the needs like official NGOs, UN, services in Health. Follow the medical context in Northern Governorates regarding government health policies towards refugees and report to the health management. Assist IRC in organizing events for better understanding of IRC scope of work within the health community. Supporting the other health team members by providing technical guidance for the uncontrolled NCD patients and treatment plans. Handling the Health Education messages component for project and working closely with the rest of the health team members on educational topics to meet the needs on the ground. Reviewing the Essential Drug List (EDL) to add or remove the required medications and services based on the scope of work of the project. Collaborating with the Health Manager and Regional Pharmaceuticals Technical Advisor to modify the EDL, providing appropriate scientific justifications and tracking the EDL changes. Conducting health quality assessments for contracted facilities as needed Other duties assigned by the Senior Health Manager. Representation and Coordination Attend coordination and referral meetings to represent IRC and share the progress and issues related to cash for health modality (referral meeting and NCD meeting …etc.) Facilitate regular visits for the MOH clinics and develop a visit and monitoring report. Coordinate with other health actors to ensure referrals of patients who are not covered under our Cohort to an appropriate level of health care to receive the services needed and respond to any challenges faced during referrals and take remedial measures. Act as a liaison between IRC and the health authorities in Northern governorates. Establish and maintain a network of contacts among local associations, authorities, and other actors who are involved in assisting the most vulnerable populations. Reporting & Monitoring: Conduct field monitoring visits to the MOH clinics at least one visit for each clinic per month. Keep records of all the patients on the Health Information System (HIS) and update their information regularly and based on the SOPs. Responding to the Post Distribution Monitoring (PDM) process and working closely with the patients and the relevant internal and external parties to resolve any existing issues or challenges. Collaborate closely with HIS Manager to ensure the set data collection, data compilation, timely preparation, and submission of all external and internal reports and other associated reports. Prepare weekly activity progress reports highlighting challenges, successes, and lessons learned and share with the Senior Health Manager. Report immediately to the Senior Health Manager for any problem arising in the project, especially fraud/discrepancies, improper medical care given to any patient, or unexpected complication. Responsible for ensuring that the patients are given the proper medical processor and accountable to ensure the daily care, treatment, ethics of the medical staff and general administration processors are at the level they deserve within the network of clinics. Follow Up with the patients after they been given the services, thus including if they require further complimentary complications or follow-up stages of treatment within the network of MOH clinics and contracted facilities. Provide health inputs to donors’ reporting. Coordination with departments in IRC Ensure functional integration with other IRC programs, specifically Women Empowerment and Early Childhood Development when relevant. Supports the communication department in the monthly Jordan Staff newsletter, Videos newsletter, or where needed (providing talks, articles, videos and/or looking for appropriate speakers that can do so). Minimum Qualifications:
· Bachelor’s degree in medicine and surgery
· At least 1-3 years of experience of working in hospitals and clinics.
· Proven experience in working with Non-Communicable Diseases.
· Previous work experience in hospital and clinic settings.
· Familiarity with Health System Strengthening (HSS) projects is highly desirable.
· Team management skills
· Proficiency in writing comprehensive progress reports.
· Adaptable, professional, and capable of thriving in challenging environments.
· Excellent in both English and Arabic languages.
· Proficient in using Microsoft Word, Excel, PowerPoint, Outlook, and internet applications.
· Possesses excellent stress management, patience, and active listening skills.
· Methodical and highly organized approach to work.
Working Environment: This position is based in Amman with field visits to urban (Mafraq and Ramtha). The security situation in the IRC intervention areas is calm and the security department of IRC shares regular security updates to keep the management and staff informed about the new developments.
