The IRC Yemen began its programs in October 2012. Since establishing its presence in the South of Yemen, in the Red Sea Coastal city of Aden, the organization has grown from just an implementing small project to handling large scale emergency and relief operations. Following the war which broke out in Yemen in March of 2015 and the humanitarian disaster, which was crafted by the same, IRC launched one an emergency response program in the southern governorates of Aden, Lahj, Abyan, Shabwah and Aldalea. Currently IRC Yemen is operating in the south of Yemen through direct programming and through local partnerships, in Health, WASH, Nutrition, Economic Recovery Development, Child Protection, Gender and Women Protection and Empowerment.
JOB SUMMARY:
The Supply Chain-Fleet & Transport Clerk assists the Senior Supply Chain Officer-Logistics in running Transport, and fleet operations, and other relevant fleet roles as assigned. Maintains up-to-date Movement Plans.
WORKING RELATIONS:
Position Reports to: Senior Supply Chain Officer-Logistics
Position directly supervises: IRC and hired drivers
Other Internal and/or external contacts:
Internal: International staff, Regular relationships with program staff, Operations, and country Supply Chain staff at all levels.
External: Vendors and service providers
MAIN RESPONSIBILITIES:
Promote and actively participate in initiatives and efforts to build team engagement, inclusion, and cohesion in IRC [team/office]
Foster ongoing learning, honest dialogue, and reflection to strengthen safeguarding and to promote IRC values and adherence to IRC policies.
A. Fleet management
Specific responsibilities include ensuring that vehicles are properly registered and have comprehensive insurance according to the rules and regulations of Yemen. Establish mechanisms to check that hired and IRC vehicles are roadworthy at regular intervals. Ensure timely and effective Vehicle Maintenance and repair management by identifying quality garages, supporting the establishment of contracts with pre-approved garages, establishing quality control mechanisms, and undertaking performance reviews at a regular basis. Oversee and ensure that maintenance has taken place and validate maintenance invoices before payment process. Perform Vehicle management cost analysis and suggest improvements to reduce waste and minimize vehicle cost. Manage vehicle safety by ensuring that safety procedures are adhered to by all vehicle users Participate in Vehicle and car hire service providers sourcing and negotiating contracts or rates with vehicle hire service providers. Monitor vehicle fuel consumption and identify innovative ways to reduce fuel consumption. Manage the vehicle pool. Ensure that appropriate communications equipment like GPS are installed and functioning in IRC and hired vehicles to meet the operational and security requirements. Ensure that all hired, and IRC vehicles carry the required on-board documentation and that all documents are kept current (including insurance). Inspect and record the condition of hired and IRC vehicles, by maintaining weekly checklists file and ensuring that Vehicles logbooks are accurately filled. All hired vehicles are properly checked before deployment. Ensure all vehicles are properly cleaned on daily basis. Be familiar with local regulations / laws. Any other duties as may be assigned by the supervisorB. Reporting
The position holder will:
Report weekly movement plans and Monthly Fuel Consumption for vehicles, and Vehicle usage efficiency. Report traffic crashes and vehicle incidents and conducts crash investigation to identify the causes and suggest preventative measures. Ensure that fleet data such as maintenance and fuel data is captured in the fleet management reports Analyze the data and prepare and submit accurate Fleet reports to supervisor on time as per donor regulations. Keep all documents related to vehicles in order and update them regularly.C. Legal and Compliance
Based on fleet management data and information, identify, suggest and implement actions that lead to improved efficiency and effectiveness of the fleet as well as reduce the risk associated with fleet operations and road transport. Ensure all staff are familiar and comply fully with the IRC Fleet SOPs Identify, document and timely report any IRC Fleet policy deviations following the mechanism in place for appropriate follow up. Develop and support implementation of improvement plans. Promptly Inform Senior SC Officer-Logistics any areas of concern or potential or suspected Fleet policy violations. Provide constructive support to all vehicle users to ensure effective compliance to Fleet policies & procedures. Review and provide feedback on assigned audit findings submitted to the country office and implement discrete, time-bound Fleet management initiatives which improve performance or compliance (i.e. implementing post-audit corrective action plan).D. Staff Management and Development:
Support recruitment and selection and (re) testing of drivers, including drivers’ fitness (written tests and interviews) through the effective utilization of the IRC supply chain competency matrix. Ensure each team members' objectives are set following the organizational unit vision as well as operations context(s) Assess Fleet and Transport competency and training gaps and develop appropriate intervention programs Evaluate, manage and monitor drivers.Minimum Qualifications:
REQUIREMENTS: (Qualifications, Skills and Abilities):
A. Education:
· Education: Bachelor’s Degree or equivalent experience is a must t or other relevant field
· Work Experience: At least 2 years collective experience in maintenance, fleet or transport management or logistics in a multi-cultural environment.
· Knowledge and effective use of fundamental management concepts, practices, and procedures relative to quality and productivity improvements, training, budgeting and cost control.
B. Experience:
Experience in logistics related field. Strong ability to prioritize work under pressure, maintain attention to detail, and coordinate multiple tasks to meet deadlines. Effective time management and organizational skills. INGO experience preferredC. Skills and Abilities:
