Finance Manager- Accounting Budgeting and Reporting

BACKGROUND:
In 2007, theIRC began providing humanitarian assistance to vulnerable and crisis-affectedpeople in Jordan in response to an influx of Iraqi refugees and the strain onhost communities. Following the eruption of the Syrian war in 2011, hundreds ofthousands of refugees crossed into Jordan. The ongoing insecurity in Syria andthe growing needs of refugees have strained Jordan’s resources andinfrastructure and exacerbated pre-existing issues like water scarcity and highunemployment.
As resourcesbecome more limited, refugees and host communities have fewer economicopportunities and become more vulnerable. The IRC’s strategy for Jordan showsour commitment to improving the safety, health, education, and economicwell-being of people affected by conflict, in camp-based (Za’atari camp)refugees and urban-based refugees as well as vulnerable Jordanian hostcommunity, in coordination with the humanitarian community and the Governmentof Jordan. Simultaneously, IRC in Jordan is pivoting to a more long-termresilience/development programming responding to the context in Jordan and theworsening vulnerabilities faced by refugees and vulnerable Jordanians.

Job Overview/Summary: Thisposition will be based in Amman and will be the focal person for the IRCJordan’s Accounting, Budget and Grants Management function. This requires amotivated, flexible, problem-solving great teammate with excellent analytical communicationskills and the ability to prioritize activities and work to tight deadlines.

SCOPE OF WORK:
The Accounting, Budget, and Reporting(ABR) Manager is responsible for overseeing the day-to-day accounting,budgeting, and grants management functions, under the supervision of theFinance Coordinator. The ABR Manager ensures that all budget and grants managementissues are addressed promptly, and that donor budgets and financial reports areprepared in compliance with IRC and donor requirements and submitted on time.This includes developing appropriate budget management tools and deliveringtraining to enhance efficiency, donor reporting, and compliance. In closecollaboration with the Finance Coordinator, the ABR Manager also ensures propermaintenance and oversight of accounting, treasury, and financial reportingprocesses in alignment with applicable policies.


KEY AREAS OF ACCOUNTABILITY:
Jordan Country Office Fiscal YearOperating Budget
Under the supervision of the Finance Coordinator prepares the Jordan Fiscal Year Country Operating Budget following the IRC standard format.
Ensure that the country-operating budget is regularly updated and is available for use as a management tool during the development of new proposal budgets and during times of rapid expansion and/or program reduction.
Provide recommendations to address projected funding shortfalls or lack of funding coverage for each component of the fiscal year budget.

Accounting:
Supervise and ensure that the day-to-day accounting operations and treasury management functions in the country program are performed in accordance with IRC’s policies and procedures.
Manage the finance department activities and schedules to meet the financial reporting requirements and deadlines specified by headquarters and donors.
Ensure that all in-country practices are in compliance with IRC and donor policies and procedures.
Review financial transactions to ensure adequate supporting documentation.
Ensure the maintenance of accurate financial transactions according to the relevant costs allocation centers.
Manage the preparation of all financial reports for external purposes with respect to accounting, treasury management, government and donor requirements.
Maintain IRC’s system of accounts, ensuring all accounting data are updated, reconciled, and fully supported.
Work closely with Budget Holders and the rest of the team members on budget development.
Provide input on general, non-program costs.
Support the review of the Budget to Actual (BVA) with Budget Holders and other relevant departments.
Supervise all country program bank relations and bank account activities including negotiation of fees and currency exchange rates.
Facilitate external, internal, donor or government audits.
Ensure monthly balance sheet reconciliations are completed on a timely basis
In coordination with the Finance Coordinator, act as a liaison focal point with IRC HQ on all finance, accounting, grant budget management, and cash management as designated.
Ensure that the staff level of efforts and share program costs (SPC) are done properly every month.
Coordinate the clearance of the intercompany report every month.
Ensure the pool cost allocation on month basis.

New proposal Development
Act as Jordan's country focal point for new budget preparations.
Under the guidance of the Finance Coordinator, prepare budgets for new proposals and revise existing budgets, ensuring that all costs are covered and are not under/over budgeted in addition to ensuring the correct use of IRC and donor budget formats.
Work with the Finance Coordinator of Finance on monthly Shared Program Cost allocations.
Calculate and insert the correct Shared Program Costs for all new donor budgets.


Grant Management & Reporting
Prepare monthly Budget versus Actual (BvA) reports for Jordan grants and distributes on time.
Review budget spending and advise relevant staff on spending status. Requests feedback on all over/under spending.
Prepare and update spending plans for all active grants in conjunction with designated budget holders.
Participate in monthly Grant Review Meetings (GRMs) and present spending status. Follows-up on action points identified during the meetings.
Attend and provide support to all Grant Opening, Grant Review, and Grant Closing Meetings.
Provide support and feedback to Operations and Program Managers on all questions regarding the BvAs.
In compliance with donor requirements, propose adjustment entries required for all BvAs and financial reports.
Prepare new budget line coding (T2 codes) for each new grant and updates in financial system.
Uploads budgets to financial system when required.
Prepares donor financial reports for review by the Finance Coordinator. Ensure reports are in compliance with donor reporting formats and submitted in a timely manner as per contractual requirements.
Provide advice on key donor compliance requirements in consultation with the Grants Unit.
Provide guidance on staff salary mapping and guidance on shared program cost allocations for Finance Coordinator review and further approval
Provide analysis of grants spending plans vs actual spending
Review PRs and advice on charge codes

Sub-Award Management
Ensure that all partners’ program deliverables are received, tracked, filed and in compliance with donor objectives and requirements.
Ensure that partners’ contractual reports are reviewed, and internal feedback is compiled and sent to partners in a timely manner.
Notify the Program Manager, compliance and finance staff of any issues, and provide timely feedback to partners.
Follow up on partners with the concerned staff from the partnership and other departments on closing grants to ensure all expenses have been captured and reported.
Lead the design of partners' budgets and budgets narratives using both internal and donor's templates (considering the frequency for multi years projects).
Lead on partners' scope of work and government cover letter.
Prepare and submit the Partnerships' salaries forecast following IRC Cost Allocation Methodology (CAM).
Prepare and follow up on signing the team agreement or Pre-award letter (PAL) with partners.
contribute to conducting Partner Project Capacities Review (PPCR).
Contribute, review, and approve the Project Support Plan (PSP).
Contribute to developing the Partners' monitoring schedule and communicate it with HQ for revision.
Conduct financial-related presentation to the partners' financial focal points.
Contribute to conducting the Partners' Project Opening Meeting (PPOM).
Contribute to the Project Implementation Meetings (PIMs).
Provide continuous close support (Mentoring, coaching,) to partners in preparing both financial and narrative reports.
Review partners' financial and technical reports, ensuring 100% alignment between financial and technical and provide feedback to partners for reflections
Prepare and submit the payment vouchers and journal vouchers to the finance department. Share the partner project financial status with program coordinators for their review and approval.

Staff Management and Development
Coach, train, and mentor staff with the aim of strengthening their technical capacity, exchanging knowledge within the team and providing professional development guidance
Supervise and mentor direct reports including communicating clear expectations, setting performance objectives, providing regular and timely performance feedback, and leading documented semi-annual performance reviews.
Provide constructive feedback and counsel on appropriate career paths and professional development.
Promote and support staff care and well-being.
Approve and manage all leave requests to ensure adequate staffing coverage.
Offer leadership support for successful adherence by staff to IRC’s Global HR Operating Policies and Procedures.
Support the Finance Coordinator in conducting regular training sessions for Program, Operations, and Finance staff in Amman and remotely for Jordan Field Offices on Budget Management, Reporting, IRC and donor regulations.

Minimum Qualifications:REQUIREMENTS:
A Bachelor’s degree in Accounting, Business Administration, Commerce or Finance, or equivalent technical training certificate in Accounting.
Minimum of (5) years of accounting and budgeting experience in development and/or humanitarian response.
Experience in accounting, financial reporting,donor budget development and budget management.
Requires extensive experience in working with computerized accounting systems, standard spreadsheet and database programs
Good written and verbal skills in the English language.
Must be able to function effectively in a complex work environment, setting appropriate priorities and manage competing priorities and pressure.
Ability to carry out responsibilities independently with minimal technical support.
Must have excellent interpersonal communication skills and professional patience and be able to interact, partner and thrive in a diverse environment.
Strong analytical skills to be able to make logical and strategic budget decisions.

Working Environment:This post will be based in Amman Office
Working Environment: This position is based in Amman / Jordan. Thesecurity situation in the IRC intervention areas is calm and the securitydepartment of IRC shares regular security updates to keep the management andstaff informed about the new developments.
