As a member of the IRC’s Syria program MEAL Unit covering Economic Recovery and Development (ERD) Sector, the ERD Information Management Officer will play a pivotal role in enhancing and implementing information systems as well as data management system to support programming in Syria. This position involves close collaboration with the M&E and ERD Members, e.g. M&E Manager, ERD Coordinator, ERD Managers, and other relevant team members.
Based in Hasaka, Syria with field visits to Raqqa office, the ERD Information Management Officer will be responsible for ensuring that data and information systems are robust, efficient, and effectively support the program's objectives. The role includes:
Building and Expanding Information Systems: Developing and improving systems to manage and utilize data effectively. Supporting Programming: Ensuring that information systems align with and support the needs of various ERD programs, as well as Donor’s requirements and M&E insights. Collaboration: Working closely with key stakeholders to ensure seamless integration and functionality of information systems.
The ERD Information Management Officer will report to M&E Manager and coordinate with the Amman-based IM ensuring a strong support network and guidance.
Responsibilities:
A.Collaboration and Coordination:
Collaborate with country and (regional when requesting) ERD and MEAL teams to ensure the ERD system meets objectives for data management needs, reporting requirements, and information sharing. Facilitate regular meetings in terms of outputs progress and discrepancy among figures between the ERD and MEAL teams and re-updates on information management systems accordingly. Coordinate with the ERD Program Sector to align information management processes with programmatic goals and ensure that data collection methods are tailored to meet the specific needs of various ERD initiatives. Engage with external stakeholders, including donors, partners, to ensure transparency and accountability in data reporting and information sharing. Work closely with the Amman-based IM to align regional strategies with country-specific needs and ensure consistency in data management practices across different locations. Provide technical support and guidance to ERD Managers and field staff on the use of information systems and data management tools. Participate in regional and global forums to share best practices, learn from other programs, and stay updated on the latest developments in information management and MEAL practices. Work in collaboration with the ERD and MEAL teams to continually identify gaps and solutions in the system including data collection, entry, analysis and dissemination Make regular /scheduled support and supervisory field visits to provide continual technical support and monitoring of the data systems and ensure standardized tools are used across all program sites. Support in-person and remote rollout and training for data collection tools and forms. Build the capacity of IM focal points of partners to deliver improved quality of reporting, information, data, and analysis.Information \\ Data Management and Analysis:
Develop and implement strategies for collecting, storing, cleaning, and analyzing data using CommCare, Power BI and other platforms for basic needs, cash for work, and livelihoods programming. Support the development of appropriate MEAL tools and the collection of program data from basic needs, cash for work, and livelihoods programming. Support data collection tool development for integrating cash approaches with Health and Protection programs. Ensure timely reporting into the Syria CPs Aggregated Data Management System (ADMS) and ITTs. Support and train the M&E Manager and M&E Officer with data analysis when requested Support the testing of Digital/Mobile Data Capture (MDC) surveys and provide feedback to the Amman strategy IM team. Lead and design on the Sector (ERD)-based ITT, ensuring the data collected is cleaned and validated, and that ITTs are shared with relevant stakeholders on a monthly basis and reconcile among Database and BENs lists, mainly focusing on Output level indicators. Responsible for timely collection and consolidation of monthly data submissions from each field office team and Sector Components team, inclusive of 4Ws, ITTs, and other relevant tools and dissemination to relevant stakeholders. Develop training materials and train program staff in the management and use of information systems. Support the training of program staff on the systems to be used, devices, and any other end-user issues related to data management and security. Ensure system remains aligned with donor and cluster plans Maintain harmonized datasets for all program components in line with coordination needs, programming and data management needs. Ensure that data is submitted by ERD and MEAL staff in a timely manner, enforcing data collection, entry, and quality standards. Provide information for internal and donor reporting. Accountable for ongoing information security of ERD data. Update and monitor cash unique ID platform and share the data align with data sharing protocol Support end users to adopt the system according to their role, information needs, and permission levelsDocumentation and Reporting:
Build and Maintain Dashboards: Develop and maintain program dashboards to fulfill regular reporting requirements and submission deadlines from ERD Managers, Coordinators, and Grants, and share these with the teams. Data Preparation: Ensure that required data in the necessary form and format (e.g., disaggregated, cumulative) for different sites and donors is prepared early and made available to ERD Managers in a timely manner, considering reporting deadlines for various grants. Support Report in terms of Data and Figures: Assist in the preparation of internal and external reports by providing necessary data and figures, for any kind of reporting, weekly, monthly, annually. Support Program Records: Assist project staff in maintaining program records and documentation as per project management minimum standards, ensuring the confidentiality and security of sensitive data where applicable, as well as Ensure data is regularly updates on Box under the direction of M&E Manager. Promote Learning and Documentation Lead the design of a Learning platform to facilitate the storing and consolidation of learning which in turn would improve the quality of program design and implementation Tracking ERD Project Indicator on output level: making sure all the indicators capture in monthly basic including MoVs in timely manner. Conduct Data Audits: Regularly conduct data audits to ensure the accuracy and integrity of data reported. Cross-reference patient records, service logs, and operational metrics with real-time documentation to identify and address any discrepancies promptly. Total Reach: making sure to provide total client counting per Project in monthly basic, disaggregating per gender, age and Disability.Staff Performance Management, Learning & Development
Hire, supervise, and build the capacity of team members in relevant technical and management competencies. Develop and implement remote management capacity building approaches to build the strengths the teams in Syria. Coach, train, supervise and mentor direct-report staff, including communicating clear expectations, setting annual performance objectives, providing regular and timely positive and constructive performance feedback, and providing documented semi-annual performance reviews. Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions. Approve and manage time, attendance and leave requests to ensure adequate departmental coverage; ensure monthly, accurate timesheet submission and carry out probationary reviews. Hold high-quality meetings with each direct report on a regular and predictable basis, minimally on a monthly basis. Provide a measurable development plan including on-the-job learning with the aim of strengthening technical capacity, exchanging knowledge within the team and providing guidance on career paths. As required, identify staff performance issues and work with Human Resources to document and address these in accordance with the National Staff Employment Policies. Maintain open and professional relations with team members, promoting a strong team spirit and providing oversight and guidance to enable staff to successfully perform in their positions. Promote and monitor staff care and well-being. Model healthy work-life balance practices. Support appropriate interventions in response to identified staff care needs of both national and international staff. As part of succession plan and nationalization goals, identify, train and develop capability and capacity of national staff to successfully transition role and responsibilities, by the end of assignment.Minimum Qualifications:Required Experience/qualification/Skills:
Two to four years of progressively responsible professional experience of humanitarian programming Relevant University degree. Previous experience in an emergency or conflict-afflicted setting is required.Demonstrated Skills and Competencies:
