Economic Autonomy Officer

JOB OVERVIEW

IRC seeks a dynamic project implementor to fill the role of Economic Autonomy (EA) Officer. The EA Officer will support day to day implementation of the Economic Autonomy pilots (80%) and the Temporary Special Commission on the Protection of Property and Non-Property Rights of IDPs and other individuals affected by the armed aggression of the Russian Federation against Ukraine (hereinafter – Commission) activities in Ukraine (20%).  

 

 

MAIN RESPONSIBILITIES:  

Under the supervision of the ERD Coordinator, the EA Officer will be responsible for:  


Support the effective implementation of the IRC Economic Autonomy pilots and Programming for IDPs and the local affected population.
Conduct field visits to maintain an oversight of programming, document lessons learnt from ongoing programming, and facilitate market monitoring exercises.
Liaise with Organizations of Persons with Disabilities (OPDs), financial institutions, and other appropriate groups. 
Ensure that gender, protection, and environmental stewardship are mainstreamed in all programming under direct responsibility.
Support partner organizations and staff with the implementation of EA pilot, cooperate for capacity building initiatives (i.e., the Officers may be seconded to local partners for few months as a mean of encouraging coordination, equitable partnership, and effective communication).
Support the implementing partners in proper documentation, including the use of appropriate technology platforms, for client data and distribution information, per SOPs and Data Protection regulations.
Provide translation and interpretation for supporting documents essential to the implementation of the activities (e.g., brochures, training materials, etc.).
Support the ERD Coordinator in engagement with various interagency coordination forums including the Commission and identification of strategic partnerships aligned with the IRC approach.
Adjust and adhere to detailed implementation plans to ensure program implementation is on time, within target, and budget, using effective M&E systems and adaptive management principles to reach desired impacts. 
Ensure proper data collection and information management systems are used for projects in-line with MEAL support.
Support the ERD Coordinator and client responsiveness officers in addressing complaints and feedback from clients and partners.
Provide other administrative support as needed. 

 

For what it concerns support to the Commission directly, the EA Officer will:  

Ensure effective coordination with the Commission, including cooperation with its Chairperson and Secretariat Participate in and facilitate the preparation of Commission meetings, including off-site sessions, public events, and related activities Develop information and analytical materials within the Commission’s scope of work, aligned with its agreed priorities Assist in drafting legislative proposals within the Commission's purview and support their legislative process.

 

JOB REQUIREMENTS

Education:

Minimum a Bachelor degree in Economics, Finance, Accounting, Business Administration, Public Policy, Law or other relevant

Experience:

Minimum 1 year of experience in a humanitarian organization and/or government institution at the relevant job, focusing on either Economic Autonomy, Nexus, Social Protection, Housing rights, or similar sectors.

Demonstrated Skills and Competencies:

Willingness to travel and stay overnight if needed. Proficiency in Microsoft Office suite, including Word, Excel and Outlook Minimum Intermediate level of English Ability to work independently and as part of a team. Demonstrated ability to work effectively under pressure and handle multiple simultaneous tasks and demands coming from multiple sources. Hard-working, sharp and detail oriented. Excellent interpersonal skills; tact, patience, diplomacy, and appropriate assertiveness.

REPORTING STRUCTURE AND TEAM COLLABORATION

The Economic Autonomy officer would have no reports, but would be required to collaborate, directly or indirectly, with the following:

Implementing partners for the EA pilot project (i.e., Privet Bank, local authorities, etc.) Commission, including with its Chairperson and Secretariat
