Data Migration Specialist, Development and Implementation of an Electronic Immunization Registry (EIR) Software for the Ministry of Health and Wellness, Jamaica

This Proposal Opportunity:  
The Ministry of Health and Wellness (MOHW) of Jamaica is leading the development and implementation of an Electronic Immunization Registry (EIR) to enhance data collection, analysis, and reporting for the country’s immunization program. To achieve this, MOHW has issued a Request for Proposals (RFP) for a qualified vendor to develop and implement the EIR software. Palladium seeks a Data Migration Specialist to lead planning, executing and managing data migration processes, ensuring effective collaboration with MOHW and relevant stakeholders to achieve program objectives. 

Position Summary  

The Data Migration Specialist will be responsible for overseeing planning, executing and managing data migration processes to ensure a smooth transition between systems and platforms. This role requires expertise in data extraction, transformation, and loading (ETL), as well as strong problem-solving skills to identify and resolve migration challenges. The Data Migration Specialist will collaborate with key stakeholders to ensure data accuracy, integrity, and compliance while optimizing migration strategies for efficiency.  

*This is an anticipated project, and all positions are contingent upon award from MOHW. *   

Primary Duties and Responsibilities: 

Develop and implement a data migration plan, including data extraction from legacy systems, transform it into the required format, and load it into the target system while ensuring accuracy and integrity.  Develop and implement data mapping strategies to ensure seamless integration between source and target databases, validating data accuracy throughout the process.  Develop SOPs on data migration approach Work closely with project manager, lead developer, and system administrators to understand data requirements, migration constraints, and system dependencies. Conduct pre- and post-migration testing to verify data completeness and document issues or improvements needed.  Develop data migration reports documenting technical description of migrated data and outcomes of the data migration process  

Key Competencies Required: 

A bachelor's degree in computer science or data science. Minimum 4 years of experience in data migration and use of APIs with expertise in relevant, current technologies. Strong knowledge of health data standards (e.g., HL7 FHIR, SNOMED CT, etc.) and interoperability frameworks.  Understanding of data security and privacy regulations.
