COOP Officer Job Category: Security Time Type: Full time Minimum Clearance Required to Start: TS/SCI Employee Type: Regular Percentage of Travel Required: Up to 10% Type of Travel: Continental US * * * **The Opportunity:** CACI is seeking an experienced Mission Assurance lead supporting the Army DCS, G-6, Network Command, Control, Communications, and Computers (C4) Services Integration (NC4SI) Directorate Continuity of Operations Program (COOP). NC4SI provides comprehensive planning, analytical, operational, policy, technical and management services at The Pentagon, Washington D.C. and Ft. Belvoir, VA. **Responsibilities:** • Develop and/or provide recommendations in the development of COOP policies, directives, IT Designs, COOP compliance and coordination. Ensure that Army policies governing IT aspects of emergency management programs are in compliance with regulatory requirements and legislative mandates. • Assist in the development of goals, objectives, long- and short-range plans, procedures and operations for implementing, maintaining, monitoring, and evaluating the effectiveness of Army and HQDA emergency communications architecture. • Participate in and support HQDA COOP IT domain governance boards and be able to support multiple working groups. • Collaborate with DOD stakeholders and provide senior level briefings to Army and DOD leadership on Army's COOP efforts and initiatives. • Provide COOP subject matter expertise in the development of COOP Operations Plan (OPLAN), Devolution Plan, and Mission Essential Functions. • Coordinate the mobilization of necessary equipment, communications capabilities, and personnel to enable COOP communication capabilities during emergencies, exercises and COOP designated events. • Provide action officer support in the management of Army and Joint taskers. Must be knowledgeable on the Army staffing process and able to maintain and track taskers in the Army Enterprise Task Management Software Solution (ETMS2). • Develop briefing slides, meeting notes, Executive Summaries, White Papers, SOPs, detailed instructions, after-action reports, lessons learned critiques, and operational summaries as required. • Evaluate and analyze the current state of available resources and make recommendations for the acquisition of required capabilities to meet immediate requirements for emergency service. **Qualifications:** _Required:_ • 3-5 years of COOP experience and knowledge developing or implementing National, DOD and Army COOP strategies, policies, and procedures • Possess an active Top Secret Security/SCI Clearance • BA/BS degree in related field plus 5 years' minimum relevant work experience, or MA/MS degree with minimum of 3 years' relevant work experience • Detail-oriented and possess ability to execute with minimal guidance and achieve results within a short period of time • Flexible – The environment is highly dynamic.
