Pact seeks Senior Technical Expert(s) for an upcoming USAID-funded Citizen Participation Project in Guatemala. The project aims to foster an accountable government, active citizenship, and democratic culture by strengthening citizens, civil society, and media organizations’ capacities to participate effectively and impactfully in anti-corruption actions and enhancing political dialogue within and between them and different actors and sectors in Guatemala.
The project is anticipated to be a five-year, $25M - $50M cooperative agreement. This position(s) are expected to be based in Guatemala City, with regular travel to project activity locations. This position(s) are subject to change, based on the final qualifications stipulated by USAID in the notice of funding opportunity, and hiring is contingent upon award.
The Senior Technical Expert(s) will bring expertise across a range of subject matter and approach pertinent to the project, including government accountability, anti-corruption campaigns, civic participation, policy dialogue, civil society and media organization advocacy capacity strengthening, gender and social inclusion, and private sector engagement.
Key ResponsibilitiesSpecific duties to be carried out by the Senior Technical Expert(s) are as follows:
Under DCOP’s guidance, contribute to the delivery of high-quality technical programming through hands-on guidance and support grounded in the program's strategic objectives and adhering to expected technical quality and reporting requirements.Provide senior technical leadership and expertise in areas, such as:Civil society strengtheningCitizen participationPolicy Reform and advocacyAnti-corruption and accountabilityMedia strengthening and engagementPolitical analysisGender equality and social inclusionWithin designated technical areas, the Senior Technical Expert(s) will contribute to annual workplanning, guide and oversee the alignment of the budget with planned activities and expected results.Support the recruitment, management, supervision, and coaching of staff to support the project’s overall approach and performance toward expected results.Provide training and mentoring to local stakeholders and partners to strengthen their capacity for technical service delivery and to develop appropriate strategies, systems, and structures for their optimal performance. Basic Requirements Master’s degree and 9+ years of relevant experience or Bachelor’s degree and 11+ years of relevant experience.Demonstrated technical expertise in one or more of the following areas:Civil society strengtheningCitizen participationPolicy Reform and advocacyAnti-corruption and accountabilityMedia strengthening and engagementPolitical analysisGender equality and social inclusionExperience supporting, funding, mentoring, or otherwise supporting diverse civil society organizations and other civic actors in Guatemala and Central America region.Demonstrated flexibility, adaptability, and the ability to perform and collaborate in complex and deep knowledge of Guatemalan political, social, and economic context.Experience working on USAID-funded projects is a strong advantage.Candidates who are eligible to work in Guatemala without sponsorship are encouraged to apply.politically sensitive project environments.Demonstrated ability to work with and between stakeholders, including civil society organizations, government institutions, private sector entities, and funders.Ability to develop and maintain strong relationships with various government and civil society stakeholders.Fluency in Spanish and at least proficient in English is required.Demonstrated skills in problem-solving, negotiating, decision-making, and consensus-building.Excellent written and verbal communication skills.
