Pact seeks an experienced Business Official for the Centers for Disease Control and Prevention’s (CDC) Strengthening the organizational capacity of the Ministry of Health to deliver a sustainable and resilient response to HIV/TB and related public health threats in the Kingdom of Eswatini under the President’s Emergency Plan for AIDS Relief (PEPFAR). This project aims to enhance the Eswatini Ministry of Health’s (MOH) capacity to strengthen internal systems, structures, and processes for a sustainable and resilient HIV/TB response. It focuses on improving leadership and governance, financial resource mobilization and management, and workforce planning and performance. This position is contingent upon award.
Key ResponsibilitiesThe Business Official has oversight of project finance and accounting functions; internal control systems and procedures; and forecasting and realigning project budgets as well as office administration, procurement, human resource management and IT support services. S/he is responsible for training and mentoring staff on policies and procedures, donor regulations, new systems, and financial best practices, as well as working closely with the country office staff and head office in DC personnel to ensure compliance with all donor regulations and effective and proactive management.
The specific duties to be carried out by the successful candidate includes:
The Business Official will provide overall procurement, financial, operational, safety, and security, and compliance support to the program. Work closely with Programs teams to ensure proper management of program funds. S/he will ensure funds expended are compliant with US government regulations and policies. S/he will implement fraud mitigation practices and ensure systems and processes are implemented effectively to support implementation of the award, which may be a contract or a cooperative agreement. S/he will initiate, develop, maintain, and revise policies and procedures for the general operation of the finance and compliance program and its related activities and to promote cost efficiency and compliance with all donor and local rules and regulations. S/he will identify potential areas of financial and compliance vulnerability and risk and develop or implement corrective action plans to resolve problematic issues. S/he will lead and oversee the development, management, and complete life cycle of a variety of possible procurement mechanisms, including but not limited to purchase orders, sub-grants, sub-contracts, and/or Grants Under Contracts (GUCs). S/he will be responsible for managing the contract budget, tracking project spending, and preparing monthly financial reports. S/he will mentor and supervise finance, operations, and other staff engaged in the activities noted here. Oversee payments, petty cash, receipts and journal entries for payment or posting in the ledger. This includes ensuring that all the entries are allocated to the right projects and expense accounts and supported by appropriate source documents. Oversee monthly payroll for all Pact staff and ensure that staff salary is correctly calculated based on times allocated foreach project. Ensure the fulfillment of all statutory taxes requirement. Reconcile Life of Project reports (LOPs) on a monthly basis for all Pact programs as received from Pact’s head office in DC. Provide support as needed for both the Pact global audit and local office audits & monitoring reviews. All other duties as assigned. Basic RequirementsMinimum Requirements Education and Experience:
Bachelor’s degree in Business Administration, Finance or Accounting or equivalent, and 8+ years relevant experience or masters and 6 years experience working in international development, preferably with US government-funded projects in finance, HR, procurement, logistics, and related areas. At least four years’ experience in financial compliance and progressive supervisory work experience directly supervising administrative, finance, and/or operations staff.Additional Qualifications:
Demonstrable experience with management and/or administration for US government projects, including experience managing sub-contracts and sub-grants. Knowledge of U.S. government references including OMB Circulars (CFR 200), 22 CFR 226 and 22 CFR 228, ADS, FAR, AIDAR, CAS, FFATA, DSSR, and FTR. Experience managing US government contracts and/or cooperative agreements. Knowledge of CDC rules, regulations and policies, particularly financial reporting and compliance requirements. Ability to travel within Eswatini and occasionally internationally. Preferred Qualifications Proficiency in relevant computer applications and databases.Working proficiency and fluency in English (oral, writing, and reading). Proficiency in Siswati a plus.Experience with accounting software such as Serenic, Navigator, ERPs, or others.
