The Opportunity:

CACI has an opening for a Functional Analyst to support the Naval Aviation Production Process Sustainment (NAPP S) efforts undertaken by the Chief of Naval Air Training (CNATRA).

Administratively assigned to CNATRA Headquarters and assigned to N35 Naval Aviation Production Management Division, the analyst will be tasked to establish and manage processes for effective analysis of NAPP data collection tools and data sources and for making recommendations to support the CNATRA staff, NAPP Task Groups, and other units as necessary.

The analyst shall provide reports, briefs, and other products to communicate NAPP issues to the CNATRA N3/N35, NAPP Task Groups, and other units participating in NAPP as appropriate.

Additionally, the analyst will be required to participate, make formal recommendations, and assist in the preparation of materials and submissions related to the Production Alignment Conference (PAC), monthly Naval Aviation Production Team (NAPT) meetings, the Training Requirements Letter (TRL), and the Integrated Production Plan (IPP). Responsibilities also include assisting the TWs/FRSs with accurate development of annual Production Planning Factors (PPFs).

The analyst will act as a reviewer for CNATRA staff validation and verification of subordinate command submissions as part of the NAPP S process. These shall include cockpit charts and data, NAE cost-wise metrics, and barrier escalation actions.

Additionally, the analyst develops and updates functional or operating manuals outlining established methods of performing work in accordance with NAPP policy.

Successful candidate should have a strong background in the CNATRA organization and Naval Aviation flight training process/continuum.

This position is on site at CNATRA HQ, NAS Corpus Christi, TX.

Responsibilities:

Collaborates with customers to gather information, define complex work problems, and designs a system and procedures to resolve problems.Maintains currency in understanding of relevant technologies and subject areas.Identifies emerging relevant technologies that may result in improvements to current processes and systems.Oversees the analysis of problems in terms of management information and conceptualizes proposals that afford maximum probability of profit or effectiveness in relation to cost or risk.Leads functional analysis projects to document complex process steps, tasks, and their inter-relationships.Detects problems in how systems are working and creates effective solutions.Performs advanced and complex systematic reviews of selected functions to determine application and design of systems or models.Recommends improvements of modifications in sequence of operations, equipment utilization and related matters.Generates recommendations in the form of technical briefings, reports, and other major documents provided to senior level client personnel.Develops and updates functional or operating manuals outlining established methods of performing work in accordance with organizational policy.Ensures specifications and user manuals are organized and cover all essential material.Communicate with both SMEs and members of the development staff.Translates SME information into a form understandable by the development team.May review the work of others. Must be able to detect errors or needed modifications.Participates in special projects as required.


Qualifications:

Required: 

Bachelor’s degree in related field or equivalent experience and seven to nine years of functional analysis experience.Must have the ability to work with large amounts of data and to manipulate data across multiple systems and sources. Must have strong naval aviation training background, information management, and analytical thinking skills.Must be comfortable and productive in a fast-paced environment and committed to long term employment.Must be willing to travel up to 10%. Must have personal transportation and comply with all vehicular/personnel requirements necessary to access U.S. military installations.Must be eligible to obtain a secret clearance. (US citizenship required)

Required Hardware/Software:

Must be proficient in Microsoft Applications (Word, Excel, PowerPoint)Experience with Access and other database applications including CeTARS, NIPDR, TSHARP is a plusFamiliarity with web browser technologies and common data entry requirements, Windows operating systems, and communicating/connectivity within the NMCI environment.

Required Certifications:

Must be able to obtain/maintain Information Assurance (IA) user certification after obtaining NMCI use account.


Desired:

Former senior Navy Aviation Maintenance Administrationman (AZ) background and/or aircrew with experience in Navy Aviation Training Commands.USN/USMC aviation and NAPP experience highly desirable.Exceptional interpersonal communication skills; personable team player. Mature, analytical thinker.Experience in data analysis.

The proposed salary range for this position is:

$53,200 - $111,600
