Job Overview: The Anti-Trafficking Supervisor is responsible for implementing and assisting with oversight of the HOPE Anti-Trafficking program at IRC Sacramento. The Anti-Trafficking Supervisor will carry an individual caseload, providing direct services to survivors of human trafficking, as well as provide supervision to other Anti-Trafficking direct service staff. In addition, the Anti-Trafficking Supervisor will work with a team to implement training, outreach, and coalition building activities, developing new partnerships and expanding anti-human trafficking work and capacity throughout Northern California. This role incorporates taking a leadership role in the field of human trafficking and will assist with overseeing grants within the Sacramento office. This position reports to the Survivor Services Program Manager.
Major Responsibilities:
+ Maintain up to date knowledge and understanding of human trafficking laws, regulations, and local issues relating to human trafficking, including providers and resources throughout Northern California.
+ Provide case management to a case load of human trafficking survivors including intakes, direct services, and referrals, ensuring acute needs are met in a timely and culturally appropriate manner for each program participant.
+ Provide direct supervision to Anti-Trafficking direct service, interns, and volunteers.
+ Assist in development of a comprehensive training and technical assistance plan that will engage appropriate providers and parties throughout the Northern California service area.
+ Oversee training activities for community based organizations, commercial businesses, community groups, and the general public, on the subject of human trafficking and identification and referral of survivors.
+ Work with a team to provide targeted technical assistance to other service providers throughout Northern California, to expand their capacity to serve survivors of human trafficking as needed.
+ Oversee coalition building and collaboration activities throughout Northern California including providing coalition leadership, and participating in public awareness activities.
+ Build and maintain relationships with key partnerships and stakeholders throughout Northern California including law enforcement, service providers, immigration attorneys, and local officials.
+ Work with community partners to conduct public awareness activities to the general public, and outreach activities to potential victims of trafficking to expand the identification and referral of survivors to IRC’s programs.
+ Identify new resources and services in the community and work to connect clients with available resources.
+ Assist with developing program materials including training materials and outreach materials translated in multiple languages, for distribution to at-risk populations.
+ Maintain and oversee documentation in accordance with grant compliance requirements to ensure all direct service, training, and outreach activities meet funder guidelines including case notes, case file documentation, service provision, training logs, and reporting from partner organizations.
+ Assist with oversight of several grants related to Human Trafficking including program objectives, budgets, compliance, and periodic grant reporting.
+ Assist with local oversight and strategic development of the HOPE Anti-Trafficking program.
+ Provide support and leadership in the field of human trafficking, both locally and beyond, including the IRC Community of Practice, local coalitions, and national memberships.
+ Train, onboard, and supervise volunteers and interns associated with the program.
+ Travel in and around the service delivery area (Sacramento and the larger Northern California region) to deliver and coordinate services, as well as provide training and technical assistance.
+ Participate in all IRC and program meetings, and staff development activities.
+ Other related duties as assigned.
Key Working Relationships:
Position Reports to: Survivor Services Program Manager
Position directly supervises: Anti-Trafficking Case Worker, Anti-Trafficking Training and Outreach Specialist, Anti-Trafficking Case Aid
Other Internal and/or external contacts:
Internal: The Anti-Trafficking Supervisor will develop working relationships with internal direct services such as the offices employment, public benefits, and housing programs to support achievement of Anti-Trafficking program goals, and will work closely with the Survivor Services team.
External: The Anti-trafficking Supervisor will develop working relationships with community-based organizations and service providers to promote client referrals and improve client access to services. This includes, but is not limited to; health providers, benefits access, housing services, legal services, and mental health services.
Job Requirements:
+ Undergraduate Degree in Social Work, International Relations, or related field required; Master’s degree preferred;
+ 4+ Years of related professional experience; preferably with vulnerable populations in a social service setting;
+ Experiencing work with victims of trafficking, immigrant populations or vulnerable populations required;
+ Experience supervising staff and administrating grants required;
+ Excellent partnership building, public speaking, and presentation skills required; ability to represent the IRC and the HOPE Anti-trafficking program in an engaging and professional manner;
+ Experiencing working with law enforcement and leading community-wide initiatives strongly preferred;
+ In depth knowledge of the Anti-Trafficking Victims Protection Act (TVPA) of October 2000, accompanying regulations, reauthorizations and related policies concerning trafficking;
+ Ability to network and effectively communicate and work as a team member with collaborative partners, the community, and clients in a cross-cultural, multi-disciplinary environment;
+ Strong computer literacy, data base experience preferred;
+ Ability to work independently and be a flexible team player;
+ Excellent English written and spoken language abilities required, bi-lingual Spanish Speaker preferred;
+ Must have a valid driver’s license, active insurance policy and access to reliable transportation.
Working Environment:
+ Standard office work environment coupled with frequent travel around a 30-county service delivery area;
+ Recurring need to provide services outside of traditional work hours (evenings and weekends).
Compensation:Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget. Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
