Overview of SIAP SIAGA Program

The SIAP SIAGA Program is an Australia-Indonesia disaster risk management partnership from 2019 to 2027. The program aims to enhance Indonesia’s capacity to prevent, prepare for, respond to, and recover from disasters while also strengthening cooperation between Australia and Indonesia on regional humanitarian issues. Additionally, SIAP SIAGA fosters the implementation of Gender Equality, Disability, and Social Inclusion (GEDSI) principles and integrates Climate Change Adaptation (CCA), Disaster Risk Reduction (DRR), and Sustainable Development Goals (SDGs) into the execution of Disaster Resilient Villages (DRV).

To achieve its goals, SIAP SIAGA aims to accomplish the following intermediate outcomes:

1. Improved coherence of the disaster management system, including workflows and decision-making processes.

2. Intergovernmental clarity on ways of working and protocols are improved to support effective disaster management at all levels of government and in communities.

3. Improve the quality of information and analysis for targeted communications within government and with the public.

The SIAP SIAGA Program operates at regional, national, and subnational levels through collaboration primarily with the National Disaster Management Authority of Indonesia (BNPB) and other government ministries, including the Ministry of Home Affairs (MoHA), the Ministry of Social Affairs (MoSA), the Ministry of National Development Planning/National Development Planning Agency (BAPPENAS), the Coordinating Ministry of Human Development and Culture (Kemenko PMK), the Ministry of Foreign Affairs (MoFA), and sub-national disaster management authorities (BPBD), along with various local government agencies and civil society organizations (CSOs). The SIAP SIAGA program also works in several Indonesian provinces: Bali, East Java, Nusa Tenggara Timur, and Nusa Tenggara Barat.

About The Role

This position is a short-term consultancy for up to 120 days, with commencement months between April 2025 and January 2026, with the possibility of extension based on performance and program needs. The Digital Learning and Communication Officer will be an integral part of the team, working closely with various teams across the SIAP SIAGA Program. S/he may engage with government counterparts and relevant partners.

Under the direction of the Communication and Public Information Unit, the Digital Learning and Communication Officer will play an essential role in supporting the development and dissemination of information and knowledge of the SIAP SIAGA Program’s activities and achievements through various digital media outlets. This may include but is not limited to crafting social media and website posts, stories, case studies, videos, infographics, and developing e-learning materials as needed. The incumbent will report directly to the Lead for Communications and Public Information.

Specific Responsibilities

The primary duties of this role include, but are not limited to, the following:

A. Digital Learning and Knowledge Sharing

•   Work closely with various teams within the SIAP SIAGA Program to assist in developing diverse products that enhance peer learning and knowledge sharing and simplify learning modules through more engaging formats. 

•   Assist in creating and designing learning materials and knowledge products to support capacity-building and advocacy efforts.

•   In collaboration with the relevant implementation team, assist in organizing learning events and knowledge-sharing sessions.

B. Communication and Public Information:

•   Manage updates for the SIAP SIAGA Program's digital communication platforms.

•   Assist in the development of communication materials such as scripts for videos, animated infographics, learning materials and other tools for effective dissemination.

•   Support the implementation of communication and public diplomacy activities with key stakeholders or partners to ensure proper documentation and effective alignment with the Communication and Public Diplomacy Strategy of SIAP SIAGA Program.

•   Assist collaboration with relevant DFAT-funded Programs or Civil Society Organization partners on specific activity, as needed.

•   Perform additional tasks and responsibilities as needed.

Job Requirements

•   The work setting includes rare encounters with unpleasant factors and limited physical effort and/or strain. 

•   The job may require extended and adjustable hours when required. Travel is based on necessity.

Key Selection Criteria

Education:

•   A Bachelor’s degree in a relevant field such as Mass Communication, Public Information, Psychology, or Public Relations, is required. 

Skill and Experience:

•   Candidates with 2 to 5 years of experience in the field are preferred. 

•   Proficiency in both Indonesian and English, both verbal and written.

•   Good organizational skills for meeting deadlines and following guidance. 

•   Strong ability to work collaboratively in a team, show sensitivity to others and provide timely support.

•   The ideal candidate should be creative, outgoing, and possess excellent interpersonal skills.
