Overview of SIAP SIAGA Program

The SIAP SIAGA Program is an Australia-Indonesia disaster risk management partnership from 2019 to 2027. The program aims to enhance Indonesia’s capacity to prevent, prepare for, respond to, and recover from disasters while also strengthening cooperation between Australia and Indonesia on regional humanitarian issues. Additionally, SIAP SIAGA fosters the implementation of Gender Equality, Disability, and Social Inclusion (GEDSI) principles and integrates Climate Change Adaptation (CCA), Disaster Risk Reduction (DRR), and Sustainable Development Goals (SDGs) into the execution of Disaster Resilient Villages (DRV).

To achieve its goals, SIAP SIAGA aims to accomplish the following intermediate outcomes:

1. Improved coherence of the disaster management system, including workflows and decision-making processes.

2. Intergovernmental clarity on ways of working and protocols are improved to support effective disaster management at all levels of government and in communities.

3. Improve the quality of information and analysis for targeted communications within government and with the public.

The SIAP SIAGA Program operates at regional, national, and subnational levels through collaboration primarily with the National Disaster Management Authority of Indonesia (BNPB) and other government ministries, including the Ministry of Home Affairs (MoHA), the Ministry of Social Affairs (MoSA), the Ministry of National Development Planning/National Development Planning Agency (BAPPENAS), the Coordinating Ministry of Human Development and Culture (Kemenko PMK), the Ministry of Foreign Affairs (MoFA), and sub-national disaster management authorities (BPBD), along with various local government agencies and civil society organizations (CSOs). The SIAP SIAGA program also works in several Indonesian provinces: Bali, East Java, Nusa Tenggara Timur, and Nusa Tenggara Barat.

About The Role

This position is a short-term consultancy for up to 80 days, with commencement month between April 2025 and January 2026, with the possibility of extension based on performance and program needs. The consultant will collaborate closely with various teams across the SIAP SIAGA Program and may interact with government counterparts as well as relevant partners.

Under the direction of the Communication and Public Information Unit, the consultant will support the comprehensive documentation of information and knowledge of the Program’s activities and achievements. This may include but is not limited to creating success stories, reports, briefs, case studies, and other public information-related materials as needed. The consultant will report directly to the Lead for Communications and Public Information.

Specific Responsibilities

The primary duties of this role include, but are not limited to, the following:

• Develop impactful narratives, advocacy resources, public information materials, and a variety of communication and knowledge products. 

• Produce diverse publications that may encompass op-eds, case studies, and other media content, as necessary. 

• Support the collaboration with key stakeholders, partners, and media to share knowledge and public information with a broader audience, as needed.

• Provide assistance to the Communications and Public Information Unit with additional tasks when required. 

Job Requirements

• The work setting includes rare encounters with unpleasant factors and limited physical effort and/or strain. 

• The job may require extended and adjustable hours when required. Travel is based on necessity.

Key Selection Criteria

Education:

• A Master’s degree in a relevant field along with at least 10 years of professional experience (preferably within a DFAT-funded program) or a comparable mix of education and experience. 

Skill and Experience:

• A solid understanding and familiarity with development issues, ideally including Disaster Risk Management; experience in journalism would be advantageous. 

• Exceptional writing abilities and a proven capacity to craft engaging articles or narratives based on complex subject matter. 

• Capability to work quickly and effectively under pressure, prioritize and manage multiple tasks within strict deadlines, and produce timely, high-quality work. 

• Strong interpersonal and teamwork abilities; awareness of and sensitivity to multicultural environments. 

• Proficiency in English is a must.
